Are you asking for software to design front panels with? The PCB software itself should do the job for basic panels.
If you want something more like AutoCAD, check out Draftsight.
As for rotary switches, I don't know. I just make the hole a bit bigger and then align the switch before tightening the nut.
But this is with large industrial switches with only two or three positions.
