Try a small series damping resistor at the connection to the socket - 1/4, 1/8, or 1/10 W carbon composition, metal film, or SMT style - whatever's available and fits, around 10 to 100 ohms. Ed

IC socket. It has a noticeable reflection coefficient (p) at that point of
-60mp. This is due to the capacitance of the socket pin. But when I insert
the 74F86 into the socket then the discontinuity triples to -175mp. This
corresponds to about 5pF of input capacitance on this pin of the IC. I don't
yet know how to deal with this. This causes a 0.5V glitch on the 4V input
pulse. At the right frequency that glitch and its reflections get large
enough to influence the behavior of the 74F86.
