That's what I thought you did. Using a DMM to check a transformer primary or secondary, it's bad if open.
If you have an inductance meter then you can make the proper check.

I think if you had reviewed the schematic for T1060, you would immediately see that and have saved you some work.
These transformers on the LVPS rarely fail. Actually I have never seen a bad one.

You need to measure across pins1,2,3. Do not reference to ground (chassis).
Measure across 1, 3 then measure across 2, 3 - should be fairly symmetrical.
Measure across 1,2 and you should see about double the two readings before.
BTW, this is DC.
