Disconnect everything but the main power supply.? All the cards and mainframe ought to be disconnected.? That means if there's a short, it's on the power supply board.

Think of it as the ultimate of "removing the parts" <grin>

I'd suggest checking CR1757 (not too likely) and C1757 (possible).? Nothing else dumps the 15 volts to ground, assuming that the rest of the parts are ok.
