I think I have a mental block going on.
Too much time staring at the same several hundred components perhaps?
Obviously not all the caps are on the 5v rail, so as I test across the caps, short of reading every page of the schematics and noting every location of every single tantalum, how do I know whether a cap which reads 0.7v across it is not from the 15v rail?
I think I need a break
