It's looking like a 5V S/C to pin-2 of the 4053. Isolating the A1 completely shows a +5V pull-up even though there are no components anywhere along that REF1 rail other than the 4053. I have got to pull out the A1 board and remove the 4053 and insert an IC socket to check fully.
