Welcome to the group. You said the meter part does not work. If it is dead, the filter electrolytics would be a likely suspect. Something like Nichicon UHE would work. The values can be raised. Check the two 9V zeners. If either/both are bad, use BZX85B9V1. Any devices that are socketed, clean the pins and socket while moving the part up and down. See if the connector is come off from the meter to the scope. I am making assumptions and guesses as to problems. See if you have the B+ off the supplies and note any ripple.
