Hi Eric,
I think in the case of the +150% - 100% rated capacitor,
they were using the "-" as a hyphen, not a minus sign.
I think they meant to convey that the capacitor could range
in value from 150% of the marked value to 100% of the marked
value... otherwise it makes no sense to me.
In most cases, the range is as you would suppose.
