Hi Michael
Most instrument SMPSU's will not switch on without a load being present on the primary low voltage supply as this is the only directly regulated one by the switching stage.
My best advise it to find someone that understands and has worked on SMPSU's. There are lethal voltages present at low impedance and it is all too easy to totally wreck them whilst trying to repair them.
