Another way to do it with PayPay would be for Dennis to send out a money *request* to all the members. You can request from multiple people at a time but I'm not sure whether that extends to 7,000+ email addresses, or how fiddly it might be to actually accomplish. Or what tracking is available to see who has and hasn't paid.
