I don't typically carry a PayPal balance nor do I have a bank account linked to my account so if/when I send money, there's a fee involved. I didn't realize fees could be waived under those other conditions. Nice to know.

If you didn't pay the fee, then most likely it was deducted from the amount
the recipient received.
