If you didn't pay the fee, then most likely it was deducted from the amount the recipient received.

I send money to friends and family through PAY PAL and there are no charges
to the sender as far as I can see. I have sent my son and others many
hundreds of $$$ over the years without a fee. All USA transactions in USD,
so other countries and currencies may incur fees.
