No time to look up schematic. 2n3904 is NPN. Base to emiiter is
a diode in forward direction. To act like a zener, it needs to
be in the circuit reverse biased so current flows into E, out of B.
That won't happen until a good bit above 0.7 Volts.
Zeners work in reverse breakdown mode.
