Yes, the cougar wing will not have flaps, originally designed this way to ease building time and keep weight down. In addition, the extra inch spacing on the rear spar making it smaller in size, thus decreasing the overall strength, which flaps would add to the overall stress on the wing in both weight and drag when applied.?
Seeing that many cougars were built long ago, i would absolutely purchase a cheap endoscopy camera that connects to your phone, you can grab on amazon for $10 and scope out the inner workings of the wing before i would fly a wing that i did not build nor know exact hx about. If the wings are in good shape and the overall finish is something you don't mind, what's the harm in test flying prior to adding the wing tips? In my case, i wanted to update wings to the current standards, finishing in fiberglass, therefore I was going to have to do work on the wings anyways, adding wing tips was a no brainer in my case. A word of caution!!!!! I know the original cougar used less than optimal wing struts, so i would be sure and determine what the struts are made of and if structurally solid prior to flying. Wittman included the new strut design in his tailwind plans, using airfoil shape chrome molly tubing vs antenna metal which was originally used on cougar.
