I hear you. At the outside something like 500W flows through that fuse for a short while, not a small amount of power, and then whatever caused that flow resets after some (how much?) time elapses.

Not sure where that would be an option - unless it¡¯s inside the relay or the ecu. Just checked pins for this circuit and the only place it goes other than the ignition relay is the back up power pin

Electric motors drawing maximum current at stall, perhaps a/the fan motor(s) experience rotor drag sufficient to blow the fuse. Maybe blowing has kept windings from cooking.
