Those are both 'just good and tight' ..
like a bit tighter than a spark plug ( many people don't install spark
plugs tight enough in my experience...
they should be around 26 ft lbs ) ..

so say ...32 ft lbs..
tighten them up evenly.
I always put 'something' ..either anti-sieze or red High Tach gasket
sealer on the threads of intake and water manifold bolts.
Very few bolts should ever be installed dry in my world...
always 'something' ..anti-seize, gasket sealer, teflon paste ..
something to prveent them from corroding in place.

I reversed the water manifold exactly one time..on an 84 ..
when I saw that the main hose connection was about 1.5 inches at the
most from the stock pipe at the firewall..
I could see how hard it would be to replace that hose if it failed.
I am *always* thinking about how to make it easy to work on and repair.
I would at least shorten that stock metal pipe ( and make a bell end on
it so the hose won't slip off ) so there's room to change the hose if
needed.
But then I wouldn't use a reversed water manifold anyway ..
I use a rising main pipe across the back ..
with a small full time air bleed at the high point ..that routes any air
in the engine right back to the top of the pressure bottle.
Works like a champ.
It is noteworthy that VW added several engine air bleed to the 2.1
waterboxer engine , when they upgraded the 1.9 wbxr cooling system to
the 2.1 style. Must be some reason for that !!

btw .....some torque values are critical ..say rod bolts, flywheel
bolts, crankshaft pulley bolt etc..
others are best done by feel and experience because often..
the stock factory torque ( this is especially true in VW .......
had some vw diesel injection line nuts the other day that were hyper
tight ..like 70 ft lbs ......like the injector line sealing spots on the
ends where damaged and distorted. Way, way too tight. I look up the
stock spec ...18 ft lbs ..if that's not a mistake ..
18 ft lbs is like 'nothing' ....less than spark plug torque .. I do them
by feel to probably 30 ft lbs. ) ..

also ..you can feel when a bolt is at about say 85 % of what it can take ..
you want to stop tightening before that. Experiment on some old car
parts if you have to.
I firmly believe it is far better to learn what works well for you
....and what is 'about right.'
then to go strictly by the book in every case.
Sometimes yes..say head bolts .do those exactly to spec torque..
ordinary fasteners ..develop a feel for it.
