Position Overview:

E2 Project Management LLC (E2PM), a multi-discipline Small Business Enterprise (SBE) with offices in Rockaway and Manasquan, NJ, provides innovative engineering, environmental, and project management solutions across NJ, NY, and PA since 2005. E2PM provides expert services in engineering, environmental compliance, construction management, cultural and natural resource management, land surveying, site planning, and regulatory permitting. E2PM supports telecommunications, infrastructure, land development, and utility/power projects, offering tailored solutions for public and private sector clients.

E2PM is seeking an experienced and driven Senior Archaeologist to help lead and expand the firms Cultural Resource Department. This is an opportunity to play a key leadership role in a growing department, managing diverse projects, mentoring staff, and driving business development efforts. The ideal candidate will bring a strong background in cultural resource management, historic preservation, regulatory compliance, and archaeological fieldwork, with experience in both the public and private sectors. This position requires expertise in Section 106 compliance, National Register of Historic Places (NRHP) nominations, historic architectural surveys, cultural resource assessments, and mitigation strategies. The Senior Archaeologist will lead field investigations, research, and report preparation while ensuring projects meet local, state, and federal regulations, including NEPA, CEQA, and FCC Programmatic Agreements. The role involves working with regulatory agencies, tribal representatives, developers, and infrastructure clients to integrate cultural resource management into range of land development, telecommunications, utility and infrastructure projects.

TYPICAL DUTIES AND RESPONSIBILITIES:

?

·???????? Lead and manage cultural resource projects from planning to execution, ensuring compliance with Section 106 of the NHPA, NEPA, CEQA, and other applicable regulations.? Including archaeological assessments and investigations (Phase I surveys, Phase II testing, and Phase III data recovery)

·???????? Manage and conduct archaeological fieldwork including excavation, site mapping, artifact analysis, and survey activities.

·???????? Assess project impacts on historic properties per 36 CFR Part 800 and develop mitigation strategies.

·???????? Prepare and oversee NRHP nominations, historic context studies, HABS/HAER documentation, and CEQA/NEPA cultural resource sections.

·???????? Provide expert consultation on historic preservation planning, ensuring compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

·???????? Conduct and manage architectural resource surveys, background research, field documentation, and NRHP eligibility evaluations.

·???????? Oversee archaeological investigations, including surveys, testing, excavation, and construction monitoring.

·???????? Ensure accuracy and quality control in data collection, GIS mapping, and technical documentation.

·???????? Work closely with interdisciplinary teams, integrating cultural resource considerations into engineering and development projects.

·???????? Identify opportunities to expand the Cultural Resource Department, developing strategic initiatives and client outreach programs.

·???????? Lead proposal development, scope preparation, budgeting, and marketing efforts.

·???????? Build and maintain relationships with clients, regulatory agencies, stakeholders, and tribal entities.

·???????? Stay updated on emerging trends, regulatory changes, and best practices in cultural resource management.

·???????? Provide guidance, training, and mentorship to junior staff and field teams.

·???????? Ensure consistency in methodologies, technical reporting, and compliance with industry standards.

·???????? Oversee quality assurance and data management, ensuring timely and accurate reporting.

PREFERRED QUALIFICATIONS AND EXPERIENCE:

·???????? Master’s or Ph.D. in Archaeology, Anthropology, Historic Preservation, Architecture, or a related field (Ph.D. preferred). Registered Professional Archaeologist (RPA) certification preferred.

·???????? Meets Secretary of the Interior’s (SOI) Professional Qualification Standards for Archaeology and Architectural History.

·???????? 10+ years of experience in cultural resource management, including project leadership, client relations, and team management.? This should include demonstrated experience in conducting and managing archaeological surveys, historic context studies, and preservation planning.

·???????? 5-8+ years of experience in preparing technical reports, such as treatment plans and data recovery reports, as well as hands-on fieldwork (surveys, testing, excavation, construction monitoring, and laboratory analysis), and managing complex projects, including overseeing budgets, schedules, and serving as a Project Manager or Principal Investigator.

·???????? Expertise in conducting archaeological investigations, including site evaluations, testing, and excavation.

·???????? Strong background in CEQA, NEPA, FCC Programmatic Agreements, and state historic preservation laws.

·???????? Experience with GIS, CAD, and other digital documentation tools for archaeological and historical site mapping and analysis.

·???????? Strong skills in project management, including budget tracking, scheduling, and managing multiple projects simultaneously.

·???????? Expertise with Section 106 compliance reports, National Register nominations, and HABS/HAER documentation.

·???????? Extensive knowledge of federal, state, and local preservation laws and regulations, including Section 106 compliance, NEPA, and related processes.

·???????? Proven experience in leading consultations with tribal entities, SHPOs, and federal agencies.

·???????? Excellent written and verbal communication skills for client and stakeholder engagement.

·???????? Ability to work in office and field environments, including physically demanding fieldwork.

·???????? HAZWOPER OSHA 40-Hour certification (preferred).

·???????? Willingness to travel and/or overnight for fieldwork projects across NJ, NY, and PA as needed.

·???????? Must possess a valid driver’s license, a clean driving record, and a reliable vehicle for fieldwork.
