If you are trying to set up APRS digi or igate it is doable. Use Debian for raspberry pi and Direwolf for APRS Only "trickery " is handling audio in / out and PTT I'm using SHARI for direct Echolink

APRS has been standardized at 144.39 so you need a VHF SHARI. However the bigger issue is that the SHARI, either the regular external one or the pi-hat, have only two connections to the outside world:
