to make sure the repeater conforms to that when/if the tones go

The tone setup is mandatory to avoid disrupting other AllStar
users.? On my busier conferences, I will boot poorly configured
repeaters if I can and if not, suggest that the stations using
them try another means of access if possible, because hang time,
courtesy tones and CWIDs on the network are _very_ disruptive.

become another Echolink, full of poorly engineered repeater

site an AllStar node at the repeater?? Doing so would maximise
audio quality and allow for AllStar to run in full duplex.?
AllStar can also be your repeater controller if you want (or
you can use a link port on the existing controller).
There is no Internet at the repeater and there has been no
interest shown by any club member to provide such a link. Plus,
putting another antenna on the tower is problematic.
And for clarity, we would be connecting an analog computer to our
club DMR rebeater with the only talk group being the DMR repeater.
OK, looks like you're stuck with that, but I don't know what
you're saying about the DMR repeater, that doesn't make sense to
me at all.
