I saw sets of 6 on line for about a buck each. Shipping $100 from the UK. All relative.
 

Please look at Ebay and you find "100 pcs architectural model supplies sitting 1:72 scale figures" $14.95 + 5.50 shipping from China.? They are all painted.? There are also 1:50 as below.? So you can either put something under to make them taller, or remove some height from their behinds.? Also if you search for 1:64 figures, you can find a group of 12 seated people, but just gray, from Bogota NJ for $3.75 + 5.50.? So there is no need to chase after MTH.? There are even the usual model railway naked ladies.

Be careful with this. Until recently, packages worth less than $800 entered the USA without paying tariffs or having any entry paperwork. That is now gone, so vendors are warning that there will be a customs broker involved, with a fee in the $50.00 range, plus the tariff.

So I take a chance for a low purchase price - I am not careful.? Mr. Mailman comes and wants $50+.? I tell them to keep it.? This is maybe the only way we find out what the real story may be.? Hopefully I, or someone else, tells this to all of their groups, and we learn.
 

Further to my prior remarks, we have until May 2, so don't fool around.
