I have not found one yet - thanks for the tip on the POE hat it’s not 13v but interesting - I could link you to the details I was referencing but - I’m gonna walk on this thread?

A standard 5V 5A supply to the USB-C is all that is needed.? The pi foundation finally added PD to the USB-C input so other supplies such as laptop supplies that support PD could be used.? In the past PD supplies would supply minimal current to the pi because the power supply didn't see a PD device.?

POE standards aren't set by the pi foundation. It is an international standard for POE.? The only thing specific to the pi is pin location, and that was published before the Pi5 ever reached the market.
I'm currently running the Waveshare POE hat for the Pi5 which comes with it's own heatsink.? As far as feeding 5v to the GPIO header, it has worked for every version of the pi.? 5V @5 amps for the Pi5
That is how the POE hat powers the pi.?
