Buster has made some changes to increase security.? Sudo doesn't work for all commands. The easy fix is to become root before doing anything "sudo su -".? This doesn't need a password for the "pi"

The procedure I used to install the Fldigi programs on the Pi3 are attached.? this seemed to work on the pi4 until the 'sudo make install' command line. I worked on it for hours yesterday finally

You may need to do that even if you have a VESA monitor. A lot of monitors use the VESA mount for the stock stand. For some monitors you may be able to attach a RPi on a VESA mount along with a VESA

If you don't need it to be minature and run from 5V Staples has a nice collection of 17" to 24" displays for under $100. If they have a HDMI connector it is Plug and Play with the RPI. -- Hamilton

I also ran into this same problem in Buster. I found that I could only change the pi password using: sudo raspi-config Then navigate the menu to change the pi password All other users' passwords
