I also ran into this same problem in Buster.
I found that I could only change the pi password using:
sudo raspi-config
Then navigate the menu to change the pi password
All other users' passwords change with the usual command:
sudo passwd username
Maybe others found a different work around.

"sudo" prompts you to for YOUR password but "su" prompts for the
root user's password.? If the root password isn't set, you'll never
be able to successfully use "su".? If you want to be root all the
time, consider using "sudo su".?
