Your solution worked very well. Using the SD Card Copier app I was able to copy an SD card. I can even copy the currently in-use card to one on an external card reader.
As far as copying an SD card outside of the Pi, I found I can do it using Balena Etcher. I'm not sure why I didn't think it was working previously.
