I agree with the power supply potential problem.?
I had the same issue myself. 2.5 amp supplies are sometimes not enough.?
What supply are you using?
Easily could be a low voltage or underrated power supply.?
This is a known issue with late model Pi 4¡¯s.?

The red and green LED';s flash for a few seconds when it starts up. Then the green LED goes out and the red LED stays on. I am using the correct HDMI connector. The monitor is my television and it is on before power up. The TV screen just says "No Signal" I can unplug this pi and use the same SD card on an older RPI and it boots up just fine with the tv set as the monitor. I did this because I want to make sure that I have the TV set right and it is correctly set up.?
