If you hold the board with the Pi edge connector to the top and the
USB connection to the left then the jumpers are fitted horizontally
on? the right hand pair of pins.

Make sure you have enabled?serial port on the
pi.
sudo raspi-config
Option 5 - Turn on SSH and Serial interface, No for login shell of serial, Yes for enabling hardware
Finish
sudo reboot
It would also be good to post what the exact command is
you are trying to run.
