Those of us who wrote software in BASIC on the amazing (for the time) HP-85 computer are well used to starting programs with
10 OPTION BASE 0
so that the array index maths looked correct.

Your voltage reading is during TRANSMIT. During transmit the voltage should
be a bit less than the supply voltage. Your PA voltage reading of 9.6V is
colored red because it is judged a bit

Ahhh... getting closer to the cause.? The voltage on the top of C406 should be 1/2 Vcc, set by the resistor divider of R401 and R402.? This voltage biases the RF signal through the trifilar

If shorting pins 15 and 16 turns on the backlight, then check Q301.? Either it has a problem, or its connection to the pin on JP303 is not good, so the signal from the processor can't turn it
