It appears that the current you observe is correct for the draw through R103 and R104. If absolutely sure the voltage is not reversed then you can see if it turns on with the source to drain of Q103

Are you sure you don't have the supply voltage reversed! (If so thank Hans for the reverse protection) Sounds like an issue with Q103 or Q105. I would check that there is nothing shorting between pins
