Over the 10 years or so that I've owned a Flex, I and others on the Flex group.io have learned that all Windows are not the same. Any time there is a major update to Windows, one of three things happen: nothing, we need to reconfigure something, or (worst of all) we need to uninstall Flex software (SSDR) completely and then re-install.
Different combinations of those three options happen to different users, even though we are using the same version of Windows and SSDR.
