You are absolutely correct. Setting mode to NONE in both programs

So what is happening is that JS8call is configured to set the
radio to USB mode before transmit - which before did nothing,
now it does.
Check on your radio configuration tab for rig options.? Set
the 'mode' control to 'none', and it won't try to change the
radio mode, and everything will work.? You can try setting it to
'Data/Pkt', and that may work also by having it set the radio to
digi mode: but I haven't tried that yet, and the software may
map the 'Data/Pkt' mode to USB, which it does for some radio
types that don't support a separate digital mode.

And the corresponding thing is likely happening in JTDX, but
I don't use that program, so can't help with specifics.
