To build on Bojan's suggestion, take the heart of an ATU-100 and replace the PIC program with a stepping sequence to generate the range of reactance loads.? Maybe extend to an ATMega device with additional analog inputs to include other measures for each step, like SWR, power, and current to the RF amp.? It could be the heart of an automatic test setup.
