Did you check the 16 soldered pins on the USB-C connector for GOOD soldering ? The GCT USB4085 part has very short pins for a 62mil PC board so they may not be soldered to the via barrel to make good contact with the various layers used. The result is an "iffy connection" which you don't want for USB-C use.?
