PROGRAM OVERVIEW The Climate Finance Access Network (CFAN) was established to support developing countries in accessing finance to achieve their climate objectives. By cultivating a network of highly trained climate finance advisors, CFAN builds the capacity of developing countries to (1) identify the sources and instruments for delivering climate finance, (2) establish relationships with climate finance providers, and (3) structure financing for mitigation and adaptation investments. CFAN works across developing countries with a focus on Least Developed Countries and Small Island Developing States. CFAN work in the Pacific was funded by the Government of Canada from 2021 and from June 2023 will also be funded by the Department of Foreign Affairs and Trade (DFAT) of Australia. The CFAN advisors will be hired by the Global Green Growth Institute (GGGI) under funding from DFAT to join a global cohort of investment officers and climate finance advisors. The post holder will attend a cohort-based training program, which includes technical training as well as relationship-building with public and private finance institutions. The CFAN advisor will take part in the CFAN network and the management of CFAN program/projects, particularly in relation to projects centered on finance, investment and investment planning and related capacity building and training. PURPOSE The CFAN advisor will be deployed in the relevant focal government ministry in country for the duration of the contract with a targeted mandate to access international and domestic sources of public and private climate finance, and to support stakeholders in structuring finance for investment in their host country’s priority mitigation and adaptation projects. ENGAGEMENT The Climate Finance Advisor plays a critical role in support of building, maintaining, and strengthening partnerships with government counterparts and international/local stakeholders in the public and private sectors. Finally, the Climate Finance Advisor works will also conduct climate finance workshops for civil servants, ensuring lasting capacity in-country through knowledge transfer to government officials. The Climate Finance Advisor will report to the Green Investment Service Lead for the Pacific Region and GGGI Country Representative, working closely with other teams in Pacific Region, and GGGI Headquarters to develop the business case, investment documentation, identify and analyze project opportunities, competitive strengths and weaknesses of projects and their sponsors. The PWL program takes a Pacific led approach and Pacific women lead the program, define the problems, identify solutions. Within the PWL program, our project titled “Barriers to Female Leadership for Staff at Selected Pacific Island Universities, with an emphasis on Science, Technology, Engineering and Mathematics (STEM)” sits within a diverse cultural setting. A consortium of nine partner organisations is collaborating on this research project via a core team of eight senior researchers from a range of disciplines and locations in Oceania. These researchers are co-investigators for research activities with a principle focus on selected Universities in Fiji, Samoa and the Solomon Islands. The goal is to collect and use disaggregated data to create baselines for STEM staff from The University of the South Pacific (USP), Fiji National University (FNU), National University of Samoa (NUS) and Solomon Island National University (SINU), as well as obtain information on perceived barriers and challenges from female staff. Intergenerational information on leadership will also be collected from students. It is expected that this data will result in the creation of recommendations for actions and policy adjustments that reduce barriers for women within Pacific Island Universities. The goal being to catalyse transformational change and move towards internationally bench marked standards or accreditation for staff gender equity and diversity inclusion. Overall Project Objectives and Scope Project outcomes will be achieved through the following objectives: Implement data collection for a desktop baseline audit of the status of staff in each institution’s STEM units to look for issues related to retention & career progression. Facilitate use of common data analysis methods to comparatively document perceived barriers and challenges to the career advancement of female STEM staff across selected Pacific Islands Universities Analyse whether female STEM University staff in Fiji, Samoa, Solomon Islands (and the region more generally) share common or cultural-specific barriers to career advancement Facilitate collection and analysis of data to report on student perspectives of preferred role models and leadership types Facilitate gender related policy reviews to help identify recommendations for policy changes, action plans and training requirements at the four target institutions. The consultant will focus on the USP component of the project but work closely with researchers from the three additional implementing partner universities (FNU, NUS and SINU) as well as the partner agencies providing in-kind contributions to the project. Key Deliverables for the USP Consultant The consultant will work closely with the Project Lead and research team in the day-to-day delivery of the project work packages. A fixed fee of $56,000 FJD to be paid upon completion of agreed deliverables. By cultivating a network of highly trained climate finance advisors, CFAN builds the capacity of developing countries to (1) identify the sources and instruments for delivering climate finance, (2) establish relationships with climate finance providers, and (3) structure financing for mitigation and adaptation investments. CFAN works across developing countries with a focus on Least Developed Countries and Small Island Developing States. CFAN work in the Pacific was funded by the Government of Canada from 2021 and is funded by the Department of Foreign Affairs and Trade (DFAT) of Australia from June 2023 until June 2026 with the Global Green Growth Institute (GGGI) as a delivery partner. The postholder will be hired as local staff, trained and deployed as CFAN Senior Associate to work closely with the country focal points, key stakeholders, and CFAN Advisor on pipeline and project development. The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC’s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME’s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region’s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The work of OFP and CFP are supported by the FAME Director’s Office, which includes the Information Section, communications, and monitoring, evaluation and learning. The role – the Senior Projects Officer (OFP) will support the work of the Oceanic Fisheries Programme with preparation of programme budgets, financial monitoring and reporting, audit compliance, procurement and grants, in liaison with the FAME Division’s central Finance team. The key responsibilities of the role include the following: Project activity implementation and administrative support for OFP ? Check project execution from the operational and financial perspective including making recommendations for the adjustment of project. activities to ensure the project execution rate is on track. ? Support preparation of FAME costed procurement plans and workplans, and lead on any required budget reallocation processes. ? Contribute to the preparation of all requests for proposals, requests for quotations and expressions of interest in line with SPC and donor requirements. ? Support the preparation of contracts for suppliers needed to deliver OFP activities. ? Liaise with the procurement section in the preparation of contracts for consultants in accordance with SPC policies. ? Support with and assist OFP procurements, ensuring they are consistent with SPC procurement rules. ? Liaise with SPC O&I sections as appropriate to ensure the efficient delivery of OFP activities. Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of: ‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’ Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations. About the Australian Infrastructure Financing Facility for the Pacific (AIFFP) The AIFFP is implementing several infrastructure projects in PNG in the transport (ports and roads) and energy sectors. The transport projects are the AIFFP’s largest value investments and involve close to AUD700 million in loan and grant financing under two separate AIFFP funded infrastructure programs: PNG Ports Infrastructure Investment Program (PIIP) and the PNG Roads Project (PNGRP). To support effective program implementation, the AIFFP is financing a Program Management Office (PMO) to support the effective delivery of the PIIP and PNGRP. The PMO, embedded within TSSP3, implements both programs, offering comprehensive project management and support services. It serves as the main focal point for the AIFFP team and PNG project proponents, fostering collaborative relationships with key stakeholders. The PMO is part of the Joint Implementation Unit (JIU), a multi-stakeholder team combining expertise from PNG Ports and the PMO, overseeing all aspects of project delivery and ensuring effective outcomes. Whilst other stakeholders form part of the JIU, the AIFFP PMO leads program implementation and procurement for the PIIP. About the Role The AIFFP PMO Project Director will lead both the AIFFP PMO and JIU teams, providing strategic leadership to ensure successful implementation and risk management of AIFFP’s investments in the PNG transport sector. The role will navigate a complex environment, progress business cases, oversee project management, deliver milestones, coordinate technical inputs, and support PNG’s Department of Works and Highways and PNG Ports.
