This Opportunity The Labour Mobility Engagement Manager (EM) in Kiribati will be the key convener of PLMSP support to the Government of Kiribati, other identified stakeholders and the primary PLMSP counterpart for DFAT post. This is a fixed term opportunity required till September 2028 with possibility of extension. The Labour Mobility Engagement Manager will be responsible for: Lead and coordinate PLMSP country strategy, activities, and budgets in collaboration with their Regional Manager, Overseas Employment Unit (OEU) and key stakeholders. Support and work in partnership with the Overseas Employment Unit (OEU) management and coordinate with domestic, regional, and international partners to achieve labour mobility objectives. Identify, report, and mitigate risks related to labour mobility programming, maintaining a risk register and developing mitigation strategies. Manage steering committee activities, regular reporting, budget management, and DFAT post engagement, ensuring compliance with PLMSP policies. Develop and implement assistance programs for partner countries, focusing on long-term sustainability and aligning with PLMSP, DPP, and country strategy priorities. In the outcome of the 2018 Financing for Development (FfD) Forum, Member States followed up on the AAAA by committing to "operationalize national financial frameworks into investable projects and pipelines." In 2019, 16 countries committed to pioneering the INFF approach, and by 2024 Governments over 80 countries were taking steps to develop and operationalize INFFs. INFFs provide a comprehensive framework and roadmap for countries to implement the SDGs and operationalize the AAAA at the country level. INFFs map the landscape for financing sustainable development (including all financial and non-financial means of implementation of the AAAA) and lay out a country's financing strategy to implement targeted policies and reforms in order to reach the SDGs. INFFs can help national authorities identify, mobilize, and align financing and other means of implementation to meet national sustainable development priorities and the SDGs. As widely recognised in international agreements1, Small Island Developing States (SIDS) face particular challenges for financing sustainable development, which undermine their sustainable development gains and their progress towards the SDGs. The impact of the COVID-19 crisis and the heightened economic insecurity triggered by the war in Ukraine have affected SIDS disproportionately, undermining their ability to respond and recover. In this context, it is imperative that SIDS develop and implement financing strategies that can support their recovery and ensure their resilience. As they seek to recover from the multiple crises and build back better, INFFs can help support financing strategies for SIDS to achieve national sustainable development priorities and the SDGs, including gaps identified by the Voluntary National Report (VNR). The Micronesia Conservation Trust (MCT) is a non-governmental, non-profit organization that serves as a regional financing institution for biodiversity conservation and climate change adaptation and mitigation across the Micronesia region. Resilient Ecosystems.” To accomplish this, we make grants and strengthen organizational and leadership capacity to help Micronesian communities and decision-makers conserve the health of the oceans and islands that are our home. MCT is an Accredited Entity of the Green Climate Fund and a National Implementing Entity for the Adaptation Fund. Responsible for all financial matters within the organization, the Chief Financial Officer (CFO) will collaborate closely with the Chief Executive Officer and Chief Operations Officer to direct financial policy and direction. MCT is headquartered in Pohnpei in the Federated States of Micronesia but is in the process of establishing a presence in the Republic of the Marshall Islands, the Republic of Palau, and Guam. The proposed IT solutions will need to accommodate this expansion. 2. As part of this project WWF – Fiji is partnering with the Yavusa e Walu of Nacula and Yasawa Districts in Fiji in seeking to establish a Qoliqoli Trust Fund to sustainably manage, protect, and benefit from their traditional fishing grounds (qoliqoli). This initiative aims to preserve marine resources while providing financial and social benefits to the members of the Yavusa e Walu. The Fund will operate in alignment with Fiji’s legal framework, including customary law, environmental protection statutes, and trust law. The role – the Director – Fisheries, Aquaculture and Marine Ecosystems Division will provide leadership and, management of SPCs Fisheries, Aquaculture and Marine Ecosystems (FAME) capability. As part of this, the MFAT and the Solomon Islands Ministry of Fisheries and Marine Resources (MFMR) are seeking a Bina Region Arrangements for Governance (BRAG) Coordinator to lead and coordinate the work to establish area governance arrangements to ensure equitable benefits to communities and individuals who will host the project on their customary lands, seas, and waters. This role will sit in the BRAG unit of the Bina Harbour Project Office (BHPO) and be contracted directly to MFAT. This role will manage staff and consultants of the BRAG Unit. This key position reports to the BHPO Manager, as Team Leader, on implementation of workplans to develop and sustain governance arrangements for landowners and rights holders , as well as capacity-building activities for local communities. You will work closely with stakeholders across government, communities, and partner organizations to ensure the project’s success in fostering equitable benefits for all parties involved. The Key Functions for the BRAG Coordinator are to: Lead the implementation of BRAG contracted services according to the Grant Funding Arrangement, design document, and costed workplans. Manage a team, ensuring effective coordination, collaboration, and performance. Develop and manage the annual costed workplan for BRAG activities, ensuring activities are planned, coordinated, reviewed, and revised in accordance with allocated funding, the BRAG design document and BHPO Implementation Plan. Oversee the development and sustenance of governance structures, including trust entities and commercial entities for landowners, and manage land and water access agreements. Support capacity-building activities and trustee elections, while engaging stakeholders from the Malaita Provincial Government, local communities, and other entities. Track project progress, ensuring timely reporting and compliance with project timelines and budgets. Oversee procurement processes, consultant payments, and community engagement, ensuring smooth project delivery. The qualifications and expertise required to be successful in this role will include (among other things): A relevant tertiary qualification. At least 5 years of experience in managing related projects, including experience as a team leader. A minimum of 5 years' experience working in the Pacific, with at least 2 years spent in Solomon Islands preferred. Proven experience in managing complex, multi-stakeholder projects with a focus on community engagement and area governance frameworks. Familiarity with land tenure, governance structures, and community development, with an understanding of local cultural sensitivities. Ability to manage budgets, report on expenditures, and oversee procurement processes. Strong communication and interpersonal skills, with proficiency in English (Pidgin language skills are highly desirable).
