The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. The role – The Business Analyst – Business Central Implementation will support the PIIC Advisor in the following: business process analysis and requirements; business central implementation, management & improvement; system upgrade and implementation of add-ons; finance system and process risk identification. The key responsibilities of the role include the following: Business process analysis and requirements ? Map process workflows of significant finance business processes in consultation with process owners and operators. ? Evaluate and analyse workflows for effectiveness and efficiency. Identify areas of internal control deficiency and recommend improvement actions. Use various data modelling techniques in these analyses. ? Identify KPIs that may be useful to measure and track to report on efficiencies. ? Develop key business requirements of each significant finance business process in consultation with the senior central finance team. ? Match the business requirements of existing processes and systems and highlight gaps. ? With guidance of the Finance Director and PIIC Advisor contribute to the continuous improvements of processes. ? Support training of all users affected by the business processes and workflows. Business Central (BC) implementation, maintenance and improvement ? Be the project manager for the upgrade of the finance system from NAV17 to MS Dynamics Business Central. ? Work closely with the PIIC Advisor to ensure a good working relationship with vendors and high-quality deliverables received from vendors on all SPC’s requirements. ? Develop internal documentation of BC to complement documentation that may be provided by the vendor. ? Provide support to the central finance team as they undertake user acceptance testing and key user training. ? Develop requirements around the support and maintenance of BC. Finance system and process risk identification ? Based on business process and workflow documentation, identify flaws in processes and system for each role ensuring separation of duties and relevant system access for all modules. ? Conduct periodic reviews of systems and process to identify possibles risks. ? Support any change in system. Other general ? The Statistics for Development Division (SDD)’s goal is to help the Pacific Island Countries and Territories achieve “highly competent and sustainable national statistics systems that meet national and international statistics needs for evidence-based policy, planning and monitoring.” SDD has a regional statistical system leadership and coordination role; and also supports the region directly in data infrastructure, collection, statistical methodology, analysis and dissemination. The role – the Statistics Adviser (Surveys and Census) will support Pacific Island Countries and Territories in good practices in statistics collection, including survey methodology, data processing, and estimation techniques. The key responsibilities of the role include the following: Playing a lead role in the development and improvement of statistical processes, methods and systems pertaining to surveys and census ? Statistical processes, methods and systems for surveys and / or census are demonstrably improving over time. ? A tangible contribution is being made to those improvements by this role in at least two of the areas of survey/census management, sampling, questionnaire design, Computer Assisted Personal Interviewing (CAPI), data processing, or statistical disclosure control. ? SPC is recognised as a successful leader promoting good practice in the Pacific with regards to survey and census methods. ? This role is documenting and disseminating improved methods through commissioned works, guidance notes and other publications that are well researched and founded in evidence and duly consulted on, quality assured and approved e.g. by the Pacific Statistics Methods Board. The GBV Advisor is not required to be a GBV Counsellor but must have a solid understanding of GBV counselling and case management, knowledge of GBV referral pathways in the Pacific as well as knowledge and experience working with GBV data and key issues in the Pacific context. The position is key to leading the implementation and promotion of the DV Policy across the SPC. With overall strategic coordination by the Human Resources Director, this role will lead the One SPC HR practices and objectives to provide an employee-orientated and high-performance culture which promotes empowerment and equality and rejects domestic and family violence. This will entail providing effective, timely and responsive support to staff experiencing domestic violence. This position will be located at its regional office in Suva, Fiji. The vision of the Educational Quality and Assessment Programme (EQAP) is to be ‘The agency for educational quality in the Pacific region’. The role – Finance and Administration Assistant will provide finance, accounting and administration support to EQAP program/projects in areas such as preparing regular financial reports; assisting in budget and audit preparations; assist with events and logistics and provide overall administration and accounting support to the division. The key responsibilities of the role include: Project accounting support ? Assist in compiling information for preparation of donor reports. ? Assist the Team Leader in compiling work plan budgets of project and monitor project implementation. ? Assist in reconciliation and compiling of financial reports (audit-ready accounts) for project audits. ? Assist and liaise with auditors on queries. Provide financial management and administration support ? Work with the Finance Team Leader to oversee overall program and project budget revisions, relocations, monitoring and management for program/ project costed workplans and monitor financial performance/progress, including reconciling program/ project payments to cash book and reporting and program/ project bank reconciliations. ? Take responsibility for all purchase requisition, invoicing, receipting, payments and reconciliation for all program/project related activities (including posting all program/project vouchers, receipts, invoices, etc.). ? Assist with arrangements for travel for staff and participants, in particular, in relation to processing per diems and any other travel related expenses and following up on program/project staff acquittals. Provide support for financial accounting for regional activities ? Support the finance team leader and collaborating entities to develop budgets for regional activities, and the subsequent financial management of those activities. ? Support in-country staffs and EQAP officers with managing country budgets, including building their capacity to use financial templates and apply SPC policies. ? The Statistics for Development Division (SDD)’s goal is to help the Pacific Island Countries and Territories achieve “highly competent and sustainable national statistics systems that meet national and international statistics needs for evidence-based policy, planning and monitoring.” SDD has a regional statistical system leadership and coordination role; and also supports the region directly in data infrastructure, collection, statistical methodology, analysis and dissemination. The role – the Statistics Analyst will support Pacific Island Countries and Territories by analysing statistical data, generating insights, writing reports and providing statistical technical support and training. The key responsibilities of the role include the following: Analysis, indicators and report-writing for regular statistical collections ? Develop, deliver and disseminate indicators, analysis and reports. ? Produce statistics and indicators using appropriate statistical methods with respect to international best practices and standards. ? Ensure reports meet SDD’s quality standards and are well regarded by member National Statistics Offices and stakeholders. ? Ensure R or Stata code used in producing reports is accessible in GitHub repositories and results are reproducible. Ad hoc and project-specific analysis and contribution to subject matter leadership ? Produce ad-hoc analytical reports, fact sheets, monographs, country or sector profiles, and other knowledge products for the Pacific region and countries. ? Key Responsibilities § Lead the creative process for designing and producing a variety of print and digital communication materials, including banners, brochures, flyers, reports, infographics, social media content, and presentations. § Capture high-quality photographs and videos that support our program's goals and communication objectives. § Edit video and photographic content for online platforms, presentations, and reports, ensuring the highest standards of quality. § Develop and edit artwork, photos, and other graphic elements for both print and digital media. § Ensure all designs, photos, and videos adhere to USAID’s branding and marking requirements. § Collaborate with the communications team to brainstorm creative concepts, provide design insights, and recommend improvements to visual materials. § Support the creation of multimedia content for social media and digital campaigns to engage a broader audience.
