The Geoscience Energy and Maritime Division provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (3) areas of scientific programming and two areas of focus within this division:

1.??????? Oceans and Maritime Programme (OMP) assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.

2.??????? Georesources and Energy Programme (GEP) assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.

3.??????? Disaster and Community Resilience Programme (DCRP) assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.

The role – the Project Manager, Enhancing Adaptation and Community Resilience by Improving Water Security will primarily be responsible for the overall project management and delivery of the Enhancing Adaptation and Community Resilience by Improving Water Security project (herewith referred to as the Vanuatu Water Security project). This includes project management, procurement, team coordination, oversight of financial management, performance and reporting, risk management and the provision of high-level advice to participating Government of Vanuatu agencies, partners and SPC.

The key responsibilities of the role include the following:

Overall leadership and governance of the Vanuatu Water Security Project

????? Strategic leadership of the project at all levels, and development of effective working relationships.

????? Establishment and maintenance of the resources, systems and enabling environments needed for effective Project implementation.

????? Day-to-day management, implementation and coordination of all Project activities.

????? Oversight and management of all funded services, supplies and equipment.

????? Effective monitoring, evaluation and reporting of Project implementation.

?

Coordination and management of agreed project deliverables

????? Effectively coordinate and manage project actions to empower communities to plan and manage climate resilient water resources.

????? Effectively coordinate and manage project actions to enhance rural water infrastructure in target communities.

????? Effectively coordinate and manage project actions to strengthen capacity of provincial and national institutions to address climate risks associated with water security.

?

Management and maintenance of working relationships between key project partners, actors and stakeholders

????? Establish and maintain effective working relationships between key project partners, actors and stakeholders.

?

Provision of strategic advice and support to strengthen the efficacy of SPC programmes and support to Vanuatu and other Member countries

????? Provide high level expert strategic advice and support on climate change adaptation, resilient infrastructure, water, sanitation and hygiene, rural and remote programme implementation.

Effective management of people and teams

????? Establish a functional and effective PMU.

????? Maintain positive work environments and effectively manage SPC project team.

Key selection criteria

Qualifications

????? A postgraduate degree from a recognised institution in a discipline relevant to project management, international development, water resources management, water, sanitation and hygiene (WASH), climate and disaster resilience, geosciences, engineering, construction, surveying, community development, and/or another relevant field or equivalent body of knowledge and experience.

?

Technical expertise

????? At least 10 years in the management of complex infrastructure and/or community development projects, including for the augmentation of water supply infrastructure and for projects carried out in remote locations, preferably in a Pacific Island Country environment.?

????? Thorough understanding of project management including project cycles, log-frames, and risk management.

????? Demonstrated ability to work in relative isolation, while effectively maintaining necessary consultation and reporting requirements.?

????? Demonstrated skills in leadership, coordination and the mentoring of staff.?

????? A demonstrated proficiency in meeting the monitoring and reporting requirements of development partners such as the GCF.?

????? Demonstrated experience managing a high volume and high dollar value procurement.

????? Excellent computer skills across necessary applications

Contract DurationThis vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.

?

Remuneration – the Project Manager, Enhancing Adaptation and Community Resilience by Improving Water Security is a band 12 position in SPC’s 2024 salary scale, with a starting salary range of 4,173–5,168 SDR (special drawing rights) per month, which currently converts to approximately USD 5,550– 6,874. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in Vanuatu.

Benefits for international staff employeesSPC provides a housing allowance of USD 1,000–2,000. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Partnerships, Integration and Resource Mobilisation (PIRMO) is a newly established function at SPC, in 2021.

?

The role – the Project Officer will provide technical support to successfully mobilise Unlocking Blue Pacific Prosperity (UBPP).? Under the Unlocking Blue Pacific Prosperity, he/she will support planning, implementation, monitoring and reporting of project activities. The Project Officer will also provide operational support to PIRMO more broadly and engage and maintain positive working relationships and excellent customer service with PIRMO stakeholders.

The key responsibilities of the role include the following:

Ensure PIRMO operations are supported, managed and reported on.

????? Manages all core and project-related operational matters in line with SPC policies and procedures.

????? Undertakes operational support in accordance with SPC processes.

????? Executes office administration activities.

????? Support the Directors office in overseeing financial matters in compliance with SPCs regulations, respond to strategic requests, including providing inputs to financial audits, accruals, forecasts, and budget.

????? Develops and monitors the establishment of a PIRMO knowledge management hub and systems.

????? Develops and monitors meeting and workshop budgets and expenditure, ensuring value for money.

????? Establishes and maintains internal protocols on information and document management, risk management, training and development and other team management processes.

????? Provides backstopping support to other project teams within SPC with approval from PIRMO Director.

????? Serves as primary point of contact and liaise with vendors, including a) catering, b) printing c) stationery d) merchandise and others as needed.

????? Supports the management of information (hard and e-copy) for all financial related information.

Provide project coordination support to UBPP.

????? Work with the broader PIRMO team to develop and implement all project activities.

????? Coordinates and tracks project activities for UBPP and any other projects within a small team and agile environment.

????? Support development and timely submission of UBPP activities including, finance, procurement and other administrative tasks.

????? Recruit UBPP personnel and consultants. Includes the mandatory steps in drafting terms of reference, grading, and overseeing the recruitment and onboarding process.?

????? Coordinate partner conversations in conjunctions with the Director and other team members.

????? Oversee all procurement processes adhering to SPC policies.

????? Support preparation of progress and financial reports and ensuring the accuracy and timely submission.

????? Ensure accurate and timely reporting of all interventions including training and technical assistance.

Stakeholder relationships, engagement, networking and coordination.

????? Provide guidance on the practical application of?protocol in an innovative and evolving public/private sector venture.

????? Develop and maintain smooth and close collaboration with institutional and technical partners involved with UBPP project development in the Pacific region.

????? Support stakeholder engagement, networking and coordination to advance PIRMO objectives at national, regional and institutional levels.

????? Analyses the success of workshops, events using post-event surveys and participant feedback and organising lessons learned meetings with the PIRMO team following all events.

An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC’s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME’s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region’s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The role – the Senior Software Developer will undertake software development within the Oceanic Fisheries Programme (OFP) Section at the senior level.

The key responsibilities of the role include the following:

Software/systems development support for SPC members

??????? Design, develop and maintain national fisheries database management systems, in particular, the TUFMAN2 tuna fisheries database management system.

?

OFP database management systems, tools and data workflows

??????? Design, develop, document and maintain the regional tuna fisheries database systems for the registration, entry, importing and querying of data.

??????? Design, develop, document and maintain data workflows.

??????? Dissemination of OFP data and data summaries in accordance with the OFP policy on the dissemination of data, as requested.

Capacity building of SPC members

??????? Oversee the organisation, design and delivery of data management training.

??????? Train national staff in the use of in-country fisheries database management systems.

Regional oceanic fishery data management services for WCPFC, FFA and PNA

The Polynesia Regional Office will lead on strengthening engagement and relationships with members towards better coordination, planning and delivery of regional programmes and services across the Polynesia sub-region. This includes strengthening integrated programming efforts and development of strategic approaches to country programming in Polynesian countries to increase sustainable development impacts and results for SPC members in particular progressing their Sustainable Development Goals. As part of programming, the work of PRO will also facilitate the harmonisation of approaches and contextualised models for programme execution in Polynesia.

The role – the Programmes Officer will support programme coordination, implementation and delivery in the Polynesia Member Countries (PMCS) of SPC.

?

The key responsibilities of the role include the following:

PRO Office operations

????? Support day-to-day operations for PRO in collaboration with the Regional Director.

????? Assist the Regional Director PRO in strategic planning to ensure that the work of PRO meets the needs of SPC’s PMC and other programme stakeholders.

????? Contribute to the development of the annual workplan for the PRO consistent with the PRO Business Plan.

????? Contribute to PRO and corporate publications and reports.

?

Regional Programme Coordination, Implementation and Monitoring

????? Support coordination of regional programmes and projects for SPC’s 10 members in Polynesia, including American Samoa, the Cook Islands, French Polynesia, Niue, Pitcairn, Samoa, Tokelau, Tonga, Tuvalu and Wallis and Futuna.

????? Support programme implementation, monitoring, evaluation and learning in collaboration with SPL and SPC technical programmes and divisions across Polynesia.

????? Coordinate with SPC programme and technical divisions on delivery to PMC.

????? Provide support to the Regional Director on engagement at annual national development forums/dialogues across PMC.

????? Support the implementation of PMC protocol for engagement as outlined in the Communication and Engagement Strategy.

Country Programming

????? Support the implementation of a country programming model for PMC in collaboration with SPL.

????? Support the development of country programmes for all Polynesian countries in collaboration with SPL, IRMO and SPC technical and scientific divisions and programmes.

????? Support engagement and consultations with PMC on country programming.

????? Support track progress on country programming implementation in collaboration with country focal points and SPC Divisional Directors.

Project Management

????? Support project management for all PRO projects.

Key selection criteria

Qualifications

????? Bachelor’s degree in a relevant discipline (development studies, economic development or a related field) or equivalent body of knowledge and experience.

Technical expertise

????? 7 years of relevant experience in the design or management of development programmes and projects, and thorough knowledge of the project management cycle.

????? 7 years’ experience working with Pacific Governments and providing advice to Governments and decision makers on development programmes/projects.

????? Demonstrated experience on collaboration with partners and stakeholders on programme delivery in Pacific Island countries.

????? Proven ability to design, plan and facilitate meetings, workshops, trainings.

????? Experience in successfully leading and/or collaborating and working with people from different ethnic, cultural and educational backgrounds.

Salary, terms and conditions

?

Contract DurationThis vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.

?

Remuneration – the Programmes Officer is a band 9 position in SPC’s 2024 salary scale, with a starting salary range of 2,681–3,310 SDR (special drawing rights) per month, which currently converts to approximately USD 3,565–4,402 (EUR 3,323–4,103). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in Tonga. Tonga nationals employed by SPC in Tonga will be subject to income tax.

Benefits for international staff employees based in Tonga?– SPC provides a housing allowance of USD 1,000–2,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Background:

The Arrangement on Labour Mobility (ALM) is an annex to the PACER Plus, and provides a regional framework to increase labour mobility cooperation in the region. The ALM was signed in 2017 by the following countries: Australia, Cook Islands, Kiribati, Nauru, New Zealand, Niue, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. The PACER Plus Implementation Unit (PPIU) is seeking proposals from suitably qualified locally and international based consultants who wish to provide services to develop the Pacific Guidelines on Sustainable Labour Migration.

Reintegration is increasingly understood to include the workers, their families and communities, and the broader social, economic, and governance environment in both labour sending and labour receiving countries. According to the International Organization for Migration (IOM), reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions a matter of choice, rather than necessity “. As such, a more integrated and nuanced reintegration approach that is adapted to the specific needs of Pacific labour mobility workers is needed. ?

The Strategy, Performance and Learning Division (SPL) is a specialised unit within SPC’s Office of the Director-General. SPL has staff based at our headquarters in Noumea, as well as our regional office in Suva. The team has the following core functions: (i) guiding strategic direction through development of the Pacific Community Strategic Plan and facilitation of the Subcommittee of the Council of Representatives of Governments and Administration (CRGA) that oversights the implementation of the plan (ii) increasing development effectiveness through leading and coordinating corporate monitoring, evaluation, reflection, reporting and learning; (iii) supporting the Director-General and the Senior Leadership Team (SLT) in undertaking strategic corporate initiatives, including organisational planning, organisational improvement or research and co-design of innovative and integrated projects and programmes, and iv) serving as a strategic coordination point for key relationships with external stakeholders, including member countries and territories, donors and development partners.

The role – the Director Strategy Performance & Learning will provide leadership in developing and monitoring the implementation of the Pacific Community Strategic Plan; foresight and futures thinking; business level planning, integration and innovation design, strategic country engagement; MEL processes and capacity for programme quality, improvement and impact and results analytics and reporting for accountability and learning.

The key responsibilities of the role include the following:

Strengthening SPC responsiveness, positioning and value to the region through Strategy, Foresight & Futures thinking and practice

????? Lead the development of futures focussed strategies, taking into account global, regional and emerging trends impacting the sustainable development of the Pacific.

????? Lead strategic foresight, and evidence synthesis for complex problem solving and decision making with Executive and the CRGA.

????? Co design with the membership and lead the monitoring and adaptation of the Pacific Community strategic direction and coherence across OneSPC implementation mechanisms.

????? Conceptualise, design and deliver a foresight and innovation learning agenda that informs the Pacific community longer term strategic capacity and capabilities.

????? Lead the facilitation of the CRGA Subcommittee on the Implementation of the Strategic Plan.

????? Lead consultations with members, CROP, UN and other partners on SPC strategic and business planning and alignment with national sustainable development plans and global and regional commitments including the SDGs and the Blue Pacific 2050 Strategy.

????? Represent SPC and the Director General at significant regional and international forums and lead effective negotiation of initiatives in key priority areas where required.

The Nauru-Australia Program on Economic Governance is seeking an experienced and motivated Chief Financial Systems with a proven track record in optimising financial information systems, especially TechnologyOne (TechOne), and SaaS solutions, ensuring system stability, and integrating other systems. The ideal candidate is a collaborative, respectful, flexible, and resilient financial systems specialist with a keen focus on enhancing financial reporting and system architecture and fostering strong cooperation and relationship management across various divisions and stakeholders.

The Government of Nauru has made significant commitments to improve its economic and fiscal governance. The role of Chief Financial Systems within the Department of Finance, will be responsible for leading the Corporate Services Unit to optimise financial systems and ensure transfer of skills.

The position is an accompanied posting to June 2025, with the potential to extend. This role is based in Yaren, Nauru; however, for the right candidate, we are open to considering flexible working arrangements, including the possibility of a combination of in-country and remote work. About you

We are seeking candidates who can demonstrate a high degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources and overcome challenges. The ability to successfully build and manage relationships with a broad range of stakeholders is essential.

To be successful in this role, you will have tertiary qualifications in computer science, information technology, software development, or a related discipline. The?Operations and Management Directorate (OMD)?provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

The role –?Facilities Manager?will manage all SPC facilities and assets in Fiji, and support insurance coverage for SPC in all locations (excl. Noumea).

The key responsibilities of the role include:

Leadership of the Facilities team

??????Manage and supervise?Facilities staff to achieve objectives and create an environment that promotes high performance, collaboration and safety, staff development and succession planning and effective work practices amongst the Facilities team.

??????Manage the Facilities team ensuring effective implementation of facilities workplan.

??????Acquire, tag and maintain SPC Assets and small value items with annual verification of assets undertaken in line with all relevant SPC polices including Fixed Assets and Small Value Item policy(s).

??????Ensure the SPC corporate asset register is up to date and all asset disposals are carried out in line with the relevant SPC policy requirements.

Planning and managing all SPC’s facilities and infrastructure

??????Develop the Annual Facilities plan to meet the organisational requirements and approved by management.

??????Ensure capital, large maintenance projects and refurbishments are completed within budget, in a timely manner with energy saving considerations applied.

??????Develop and implement the Facility management program, including preventative maintenance and asset/inventory life-cycle requirements.

??????Collaborate closely with the OHS team to ensure all works carried out are in line with OHS requirements and any OHS issue is resolved amicably and in a timely manner.

The?Public Health Division (PHD)?supports member countries in attaining healthier Pacific Island people and communities by helping in public health surveillance, prevention and control of communicable and non-communicable diseases (NCD) and support for laboratory and clinical services. The primary areas of focus of the division are to provide scientific and technical assistance and support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, prevent diseases, restore and/or maintain health and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than individual treatment services as highlighted in the PHD Business Plan. The PHD is comprised of five programmes: Surveillance, Preparedness and Response Programme (SPRP), NCD Prevention and Control Programme (NCDP), Clinical Services Programme (CSP), Laboratory Strengthening Programme (LSP) and Health System Strengthening Programme (HSSP).

The role –?Team Leader - Surveillance, Preparedness and Response Programme (SPRP)?will?strengthen and contribute to public health surveillance, research and response in the Pacific Island Countries and Territories (PICTs) and the Pacific region through: (1) providing leadership, management, and technical oversight for the SPRP team and program activities; (2) enhancing multi-sectoral capacity for coordinated regional surveillance, preparedness and response; (3) building capacity for public health surveillance and field epidemiology nationally and regionally; (4) strengthening preparedness and response to public health threats or events; (5) enhancing evidence-based service delivery through research.

The key responsibilities of the role include:

Leadership, management and technical oversight of the SPRP team and programme activities

??????Lead strategic planning to ensure that the SPRP’s work aligns with the needs of PICTs, PHD and SPC.

??????In consultation with and in collaboration with other PHD staff, leading the SPRP in developing the annual work plans, budgets and reports.?

??????Lead and guide the SPRP team in the completion of planned activities according to workplans and budgets.?

??????Strengthen surveillance and response capacity at regional and national levels through system improvements.

??????Lead in promotion of SHIP-DDM programme and support communities of practice for PICT health professionals working in surveillance, preparedness and response.

Strengthen preparedness and response to public health threats or events

??????Maintain the SPC Epidemic Intelligence System (EIS) and publications of alerts to strengthening preparedness for health threats in the region.

??????Contribute to the development of surveillance systems and activities that support timely reporting of PPHSN target diseases, syndromes, and public health events.

??????Lead the enhancement of surveillance activities during mass gatherings in the Pacific.

??????Lead and manage the team’s provision of technical assistance for preparedness and response services to PICTs and partners, inclusive of enhanced surveillance, outbreak response, RCCE and vector control.

Enhance evidence-based service delivery through research

The Economic Development Specialist will play a key role in supporting Australia’s development activities in Tuvalu. The role will be embedded within the Australian High Commission and will work closely with local and regional partners to ensure effective delivery and monitoring of Australia’s aid program.

The areas of focus of the assignment are:

About You

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is one of SPC’s oldest Divisions and it has been providing scientific and technical expertise to support fisheries management and sustainable development in the Pacific for over 60 years. FAME’s goal is that fisheries resources of the Pacific region are sustainably managed for economic growth, food security and environmental conservation. FAME includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). OFP is the region’s centre for oceanic fisheries science and information, providing essential data collection, data management and modelling and analysis services to the Pacific. CFP provides science and technical support to PICTs to enhance the management of coastal fisheries, and the sustainable development of aquaculture and nearshore livelihoods across the region. The role – the Business Development Adviser will provide high-level advice and support in mobilising resources and securing potential funders to support SPC FAME division to continue to deliver to its members and enhance its development effectiveness to achieve better research and development outcomes.

The key responsibilities of the role include the following:

Resource mobilisation and internal integration

??????? Contribute on the identification, design, formulation and negotiations of new projects and programs and draft concept notes, proposals, and project briefs for discussion with FAME Senior Leadership Team.

??????? Develop pipeline management tools to appropriately track and socialise funding opportunities across FAME’s leadership

??????? Develop a range of marketing material for donor engagement.

??????? Develop a Resource Mobilisation (fund raising) Strategy, including targeting philanthropic funds and innovative financing mechanisms.

??????? Provide technical support to the development and implementation of differentiated, donor fund raising strategies, aligned and coordinated with SPC’s Resource Mobilisation and Integration section under the Deputy Director General’s Office.

??????? Identify funding opportunities from various sources, including bilateral and multilateral donors, philanthropic organisations, and development partners.

??????? Support FAME programmes in mapping out current and emerging priorities, gaps and resource requirements.

FAME Implementation Plan and internal coordination

Qualifications

Technical expertise

Salary, terms and conditions

Contract DurationThis vacant position is budgeted until 31 December 2027 and is subject to renewal depending on funding and performance.

Remuneration – the Business Development Adviser is a band 11 position in SPC’s 2024 salary scale, with a starting salary range of SDR (special?drawing rights) 4,206-5,161 per month, which converts to approximately XPF 622,159-763,470 (USD 5,594-6,865; EUR 5,214-6,398). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

Background:

The Republic of the Marshall Islands (RMI) is one of the world’s clan-based societies. The country consists of 29 atolls and 5 isolated islands (24 of which are inhabited) and has a total land mass of just 181 km2 set in an area of over 1.9 million km2 in the Pacific Ocean. There is a growing recognition that the foundations of human capital formation in RMI are at risk despite improvements in national and household wealth. Poor early life health and nutrition, lack of early stimulation and learning, and exposure to poverty and severe stress threaten the ability of thousands of children to reach their full potential. These challenges are manifest in high rates of early childhood undernutrition and poor child development outcomes. In RMI, children experience adversities across multiple domains, undermining children’s opportunities to be healthy and prepare for future endeavors.

Barriers to optimal child development in RMI span across sectors, including: (i) limited availability, affordability, and consumption of nutritious diets, especially for women and children from vulnerable households; (ii) inadequate access to quality maternal and child health, nutrition, and immunization services; (iii) inadequate access to clean water and sanitation; (iv) insufficient opportunities for early stimulation and early learning; and (v) lack of support through formalized social assistance mechanisms. Cutting across all of this is a general low awareness of the importance of early child stimulation, health and nutrition. To address the above constraints, the Government of the Republic of the Marshall Islands is developing a comprehensive, integrated, early childhood development (ECD) program.

The ECD-II constitutes the second phase of the International Development Association (IDA)-financed support to RMI’s ECD sub-sector. Since 2019, the Recipient has been implementing the Multisectoral Early Childhood Development Project (ECD-I) — considered to be a flagship of the government — to comprehensively address the need of the nation's young children and their families. The ECD-II project aims to address Marshallese families’ key constraints to utilizing ECD services. Extending interventions and services to children with disabilities, including more accessible learning materials, whilst systemically increasing capacity to enable operationalization of existing RMI legislation on inclusive education services and the rights of people with disabilities is a significant initiative.

The Government of the RMI is seeking an Autism Advisor to ensure early learning programs are inclusive and accessible to all children, with a particular focus on neurodiversity access and accommodation.

?

Project Objectives and Description:

GRMI seeks compassionate and skilled Autism Advisor to enhance the capabilities of non-specialists working with autistic children. This role involves providing training, guidance, and support to educators, caregivers, and other professionals to foster an understanding and effective approach to working with autistic children. The ideal candidate will be an advocate for best practices in autism support and possess a strong background in both autism spectrum disorders and professional development.

Key Responsibilities:

  • Training and Workshops: Develop and deliver comprehensive training programs and workshops for non-specialists, including educators, caregivers, and community professionals, focusing on autism spectrum disorders, inclusive practices, and individualized support strategies. Include training on the use of more accessible learning materials aimed at extending interventions to young learners.
  • Consultation and Support: Provide one-on-one and group consultations to non-specialists to address specific challenges and offer practical solutions for working with autistic children.
  • Resource Development:? Share essential relevant resources with PSS with the objective organize a library of resources, including toolkits, guides, and visual aids, to support non-specialists in their roles. Assist in the procurement and/or development of more accessible learning materials for children.
  • Assessment and Evaluation: Assess the effectiveness of training programs and provide feedback for continuous improvement. Evaluate the needs of non-specialists and tailor support strategies accordingly.
  • Collaboration: Work closely with school administrators, ECD partner ministries, WUTMI, and other organizations to promote inclusive practices and integrate autism support strategies into existing programs.
  • Advocacy: Develop advocacy strategies and work to raise awareness about autism within the community and among professionals.
  • Professional Development: Share current relevant research and best practices in autism with RMI PSS colleagues and other stakeholders.

Institutional and Organizational Arrangements:

The Autism Advisor reports to the Associate Commissioner of Early Childhood Education via the Special Education Director and has a dotted reporting line to the PIU Project Manager.

The contract will be administered by the Ministry of Finance, through the ECD team. The Autism Advisor will submit monthly/semi monthly progress reports to the AC ECE, Director of Special Education, and PIU Project Manager. The National ECD Coordinator-PSS will submit the same reports to the Commissioner of Education. All financial records and payments will be coordinated by the National Coordinator ECD-PSS and submitted to MoF DIDA CIU-FM for review, approval, and payment processing.? This includes financial management and monitoring of projects directly implemented by CFU, oversight of sound financial management of externally executed projects, specialist advice on financial management and ensuring compliance with SPC policies and development partner requirements, as well as managing and mentoring finance and administration staff in CFU and project PMUs.

The key responsibilities of the role include the following:

Financial planning, monitoring, and reporting

????? Under the guidance of the CCES Finance Team Leader, support the CFU Coordinator in monitoring and reporting on the CFU portfolio.

????? Maintain integrity and accuracy of financial data in the financial system.

????? Support all aspects of financial management of the CFU portfolio.

????? Review grant acquittals received from PMU finance officer’s for SPC posting, process journals and prepare donor reports as per donor requirements.

????? Support financial monitoring and reporting across climate finance projects.

????? Monitor grants, letters of agreement, consultancy contracts and other recipients of financial flows within the CFU portfolio.

Compliance, risk management, business processes and financial management

????? Support the implementation of appropriate systems and internal controls across the CFU portfolio.

????? Lead in the management of corporate financial risks to SPC within the CFU portfolio.

????? Provide support for the review and implementation of SPC policies as required.

????? Provide support to CFU staff and implementing partners on donor requirements in programme planning, delivery and financial administration across SPC’s climate finance portfolio.

????? Support internal and external audit exercises and ensure maximum level of compliance.

????? Lead the completion of financial requirements for accreditation, re-accreditation and accreditation upgrade processes for multilateral donors.

????? Support CFU Procurement and Grants Advisor in managing procurement activities related to SPC’s CFU projects.

????? Monitor project execution from the operational and financial perspective.

????? Support preparation and monitoring of CFU and PMUs’ costed procurement plans and workplans, and lead on any required budget reallocation processes.

Coordination, partnerships and capacity building

????? Foster effective working relationships and high performance across PMUs within SPC’s climate finance portfolio.

????? Facilitate sharing of lessons learned and development of best practices for financial management within SPC’s climate finance portfolio.

????? Build a strong and effective network of financial officers capable of providing services of the highest quality across PMUs.

Key selection criteria

Qualifications

????? Degree in accounting, finance, business administration or public administration or equivalent body of knowledge and experience

Technical expertise

????? At least 7 years’ work experience in a similar role

????? Experience in project accounting including budgeting and donor financial reporting

????? Demonstrated experience in the use of Financial Management Information Systems and financial monitoring tools

????? Coordination and delivery of financial services to multiple projects with various donors and PMUs

????? Experience in project design and implementation including project management, writing technical reports and proposals

????? Experience in provision of advice, training and other support to PMUs on financial matters and areas of risk and compliance

Contract DurationThis vacant position is budgeted for 3 years and is subject to renewal depending on performance and funding.

?

Remuneration – the Senior Finance Officer is a band 10 position in SPC’s 2024 salary scale, with a starting salary range of 3,568–4,364 SDR (special drawing rights) per month, which currently converts to approximately XPF 527,770–645,457 (USD 4,745–5,804; EUR 4,423–5,409). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia?– SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
