The?Operations and Management Directorate (OMD)?provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

?

The role 每?Gender-Based Violence Advisor 每 Prevention and Response?will be responsible for guiding and managing One SPC oversight and implementation of the SPC Domestic Violence Policy (DV Policy) including the new DV Policy Standard Operating Procedures (SOP). This includes associated awareness raising, improved compliance, prevention of harmful behaviours and promotion of a safe and inclusive work environment.

?

The GBV Advisor is not required to be a GBV Counsellor but must have a solid understanding of GBV counselling and case management, knowledge of GBV referral pathways in the Pacific as well as knowledge and experience working with GBV data and key issues in the Pacific context. The position is key to leading the implementation and promotion of the DV Policy across the SPC.

?

With overall strategic coordination by the Human Resources Director, this role will lead the One SPC HR practices and objectives to provide an employee-orientated and high-performance culture which promotes empowerment and equality and rejects domestic and family violence. This will entail providing effective, timely and responsive support to staff experiencing domestic violence.

?

The key responsibilities of the role include:

?

Technical Advice and System Management

? Develop a workplan to implement GBV/DV actions across SPC through the HR Division and Senior Leadership Team 每 based on the 2022 Leader/Audit Recommendations.

? In collaboration with Legal and Human Resources, lead implementation the SPC Manual of Staff Policies, Chapter XI, Work Culture and Behaviours, relating to addressing DV, using the Standard Operating Procedures (SOPs) or similar endorsed framework/guidance notes.

? Conduct periodic review and update the DV SOP as required.

? Develop a case management system to support queries and issues.

? Supports SPC Divisions to onboard Wellbeing Focal Points or similar roles once in place to implement GBV/DV response and protection activities.

? Provides oversight, supervision, and support to Wellbeing Focal Points in their DV support role.

?

Capacity Building 每 Prevention, Response and Advocacy

? Develop and implement a capacity building development plan for SPC staff, Wellbeing Focal Points, Management and Senior Leadership Team to prevent and respond to GBV/DV internally.

? Design, develop and implement a SPC Respect at Work Program.

? Establish a Directory of GBV/DV Services and referral pathways are current for each SPC office.

? Advance protection and response against GBV and harassment in the workplace.

? Work collaboratively with HR to ensure proper support is provided to staff affected and that timely resolution of cases are managed accordingly.

?

Learning Management Schedule

? Coordinate with the Human Rights and Social Development (HRSD) Division and the Women in Leadership Programme to develop/implement gender and GBV/DV training materials for SPC staff, Wellbeing Focal Points, Management and Senior Leadership Team, including beginner and refresher curriculums.

? Implement rollout of mandatory self-paced courses which includes GBV/DV, Child and Vulnerable Adult Protection, Anti-Bullying, Anti-Harassment and Discrimination.

? Develop an M&E and Learning plan to monitor and track trainings and relates needs.

? Facilitate regular lessons learned and reflective discussion sessions with Wellbeing Focal Points and Senior Leadership Team.

? Deliver and evaluate the range of Gender and GBV/DV capacity building to SPC staff, Wellbeing Focal Points, Management and Senior Leadership Team at each SPC location.

? Utilise reflection and lessons learned to update the DV Policy, and the Standard Operating Procedures as needed.

?

People Management, HR Reporting and Analysis

? Report regularly to the Human Resources Director and conduct internal advocacy to highlight emerging organisational issues related to DV.

? Supervision of staff, including leave approvals, management plans and performance appraisals staff.

? Create a team environment that fosters and develops effective working relationships and high performance.

? Building a strong and effective team capable of providing services of the highest quality and provide mentoring and leadership to staff.

? Set up safe, secure, and confidential anonymized (non-identifying) data collection on DV and gender related issues within SPC.

? Manage data collected, compile and assist with data reports and summaries for HR related to DV.

? Manage report findings to raise issues related to staff accessing entitlements benefits for DV survivors.

? Recommend and seek support to conduct internal gender and DV research.

? Conduct regular reviews of the implementation of the DV Policy.

? Support audit related queries and documentation and compliance requirements with key stakeholders including from donor and development partners.

Qualifications

? A postgraduate qualification in a relevant field such as gender studies, social sciences, public policy, international relations, development studies, or equivalent body of knowledge and experience.

Technical expertise

? At least 10 years of experience working in the gender-based violence (GBV) sector in the Pacific as a counsellor or coordinator.

? Skilled in a wide range of capacity building modalities involving GBV and related disciplines.

? Experience implementing DV/GBV or safeguards in a medium to large organisation.

Remuneration 每 The Gender-Based Violence Advisor 每 Prevention and Response?is a band 11 position in SPC*s 2024 salary scale, with a starting salary range of 3,091?3,864 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,211每11,513 (USD 4,111每5,138; EUR 3,831每4,789).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji?每 SPC provides a housing allowance of FJD 1,350每3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC*s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The Opportunity

Te Puna Vai Marama (TPVM), the Cook Islands Centre for Research, is seeking a dynamic and visionary Director to lead its mission. Established as a Non-Governmental Organisation (NGO) in September 2022, TPVM focuses on advancing research to support evidence-based policymaking and initiatives for the Cook Islands Government and the wider Pacific.

As Director, you will oversee all aspects of the Centre's research operations and ensure its smooth and efficient management. A key responsibility will be to grow and sustain the Centre's funding base, ensuring financial stability for the future. You will also lead efforts to secure funding for research across the Pacific region.

Other responsibilities include supervising staff and mentoring research students, organising workshops, seminars, and conferences that engage the Cook Islands community, and publishing impactful reports and academic papers.

Leading SPC*s information and knowledge management (IKM) capability

The Executive is made up of the Office of the Director General (DG) based in Noumea and the Offices of the two Deputy-Director Generals (DDGs). The DDG, Science and Capability based in Suva has oversight of the six technical divisions (Fisheries, Aquaculture and Marine Ecosystems 每 FAME, Geoscience, Energy and Maritime 每 GEM, Human Rights and Social Development 每 HRSD, Land Resources Division 每 LRD, Public Health Division 每 PHD, and Statistics for Development 每 SDD) and two programmes (Climate Change and Environmental Sustainability 每 CCES and Education Quality and Assessment Programme 每 EQAP). The DDG, Operation and Integration has oversight of the Operations and Management Directorate (finance, human resources, IT, publications, property & facilities management, translation and interpretation, legal services, travel, library and administration) and for all regional offices based outside of the Noumea headquarters and the Suva campus.

The role 每?Legal Counsel?will play a key role in maintaining the integrity of SPC*s governance framework and SPC*s internal legal functions through provision of advice on employee relations, contracts, funding arrangements, matters of international law and other legal issues.? The Legal Counsel plays a critical role in improving and embedding SPC*s internal regulatory framework, working collaboratively with SPC staff members in all SPC locations to help achieve SPC*s strategic objectives, implement operational policies and manage organisational change.

The key responsibilities of the role include:

Research and Advice

??????Provide specialised legal advice, both written and oral, to all SPC divisions on SPC*s internal governance and legal framework.

??????Prepare and review memoranda, instruments, contracts, templates and other legal documents.

??????Performs extensive legal research and analysis and prepares legal opinions, briefs, reports and correspondence.

??????Handle a wide range of issues relating to international law, international administrative law and the relationship between international and domestic law as it impacts SPC*s operations.

?

Policy, Guideline, Contract Development and Review

??????Contribute to mitigating SPC*s legal risk through continued development and improvement of policies, guidelines, templates and processes.

??????Contribute to components of the review, design and updating of SPC governance documents, policies and guidelines.

?

Outreach, Education and Training

??????Provide outreach, education and training and raises awareness of SPC's governance framework, legal obligations and responsibilities to SPC staff and members.?

??????Mitigate SPC*s legal risk through education and training.

??????Contribute to the development and presentation of training on governance and legal issues, processes and policies to multi-level audiences across SPC.

Collaborative Working

??????Build strong collaborative relationships internally throughout SPC and with external stakeholders. Participates in the development of "One OMD for one SPC".

Remuneration?每 The?Legal Counsel?is a band 10 position in SPC*s 2024 salary scale, with a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,672每9,591 (USD 3,424每4,280; EUR 3,191每3,989). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji 每?SPC provides a housing allowance of FJD 1,350每3,000 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC*s Provident Fund (contributing 8% of salary, to which SPC adds a 10%contribution).

The Statistics for Development Division*s (SDD) goal is to help the Pacific Island Countries and Territories achieve ※highly competent and sustainable national statistics systems that meet national and international statistics needs for evidence-based policy, planning and monitoring.§ SDD has a regional statistical system leadership and coordination role; and also supports the region directly in data infrastructure, collection, statistical methodology, analysis and dissemination.

The role the Statistics Officer /Adviser (CRVS) will support Pacific Island Countries and Territories in strengthening civil registration practice and the production of vital statistics collection, including registration of birth, deaths, marriages and other vital events, and the certification, coding and reporting on causes of death.

The key responsibilities of the role include the following:

Regional CRVS Coordination and Technical Assistance

??????? Contribute to SPC being recognised as a successful leader promoting good practice in the Pacific with regards to CRVS.

??????? Ensure that regional developments in CRVS are advanced through well planned, widely-owned, up-to-date, well evaluated and coordinated frameworks such as the Action Plan for Pacific CRVS under the Brisbane Accord Group (BAG).

??????? Provide support in partnership with other agencies and through country CRVS committees, to respond to improvements such as a regional medical certification of causes of death, business process mapping or development of action plans.

??????? Identify opportunities for regional-level collaboration and peer-peer capacity building.

??????? Ensure relationships with key stakeholders 每 in member countries, donors, and implementation partners 每 are positive.

Administrative Data Systems Strengthening

??????? Lead or support the design and delivery of various sorts training initiatives national counterparts on relevant administrative data systems and leads to tangible increases in capability.

??????? Give specialist support and advice to assist countries to review and make informed decisions about upgrading IT systems, processes and legislation relating to CRVS and population registries, with active engagement with partners and demonstrable progress

Strengthened Vital Statistics

??????? Train staff from relevant ministries in how to produce standard vital statistics measures.

The role - The?Finance and Grants Officer?will support all aspects of financial and grants management for HRSD*s Pacific Women Lead programme.? This will include project accounting, audit, budgetary controls and monitoring of financial performance/progress in compliance with SPC and DFAT policies and procedures. The position will also support procurement for approved activities across the HRSD PWL program, contracts and project assets, and the disbursement of funds. The position will provide the program staff with financial advice, support the completion of assigned project and donor reporting, manage audit functions and assist with the administrative and coordination duties associated with the project.

The key responsibilities of the role include:

?

Budget preparation, monitoring and financial reporting

????Prepare project and programme financial budgets, including work plans, operational costs, and specific activities. Work closely with programme team leaders and grant partners in the budget design and preparation.

????Monitor the overall program budget and forecasts, including against the following specific areas: program plan or annual workplan; outputs and outcomes; commitments and project executions and project acquittals.

????Prepare timely multi-purpose project and programme financial reports for SPC, donor, and any external project committee or board, technical working groups and others. Reports could include the following: actuals against budget; costed activity or outcomes against workplans; project executions and related risks; cash management and audit issues.

?

Project accounting, audit and compliance

????Facilitate all preparations for any project audit and support any external review or evaluation on financial and grant matters. Liaise with auditors to provide required documentation in a timely manner.

????Develop a robust and systematic electronic filing system covering all financial, procurement, and grant documents.

????Ensure expenditures and reporting are compliant with applicable SPC policies and donor requirements and with grant contractual agreements.? Ensure all aspects of a project*s financial information including accounting transactions, are accurately captured in the SPC financial system, with any discrepancies corrected in a timely manner.

?

Oversight and reporting of project grants activities

????Maintain a grants register and regularly update based on project progress and discussions with project team, grantees and other stakeholders. Develop action plans with project staff to deal with poor performing grantees and manage through the register.?

????Assist with facilitating regular grant management meetings with program managers to track and monitor budgets, expenditure, required training and support, risks, ongoing capacity assessments and mitigation strategies.

????Work with the project, within HRSD and other SPC Divisions to issue and manage grants in compliance with all SPC and donor financial and procurement policies and procedures.

This Opportunity

Program Managers facilitate the PLMSPs Labour Sending Units (LSUs) engagement with Australian employers on recruitment and mobilization of workers from our Partner countries. In commemorating the SPC*s 70th anniversary, the 10th Pacific Community Conference agreed to establish the?Pacific Community Centre for Ocean Science (PCCOS)?to be hosted at SPC and become a true flagship for scientific excellence and a dedicated regional science information and knowledge hub. PCCOS leads the design of the SPC Ocean Flagship through consultation with SPC divisions and regional partners, as well as coordinating cross-divisional projects, implemented across SPC divisions (FAME, GEM, CCES). PCCOS is also implementing seed-projects/programmes such as the Pacific Islands Ocean Acidification Centre (PIOAC), the Pacific Early Career Ocean Professionals (ECOP) Network and Placement Programme, the Pacific Islands Decade Coordination Centre (PI-DCC), and the Regional Alliance of the Global Ocean Observing System for the Pacific Islands (PIGOOS), that all have regional coordination mandates.????

The role?每?Finance and Administration Assistant?will be responsible for supporting the?administrative and financial delivery of PCCOS and support to related projects in accordance with SPC?and Donor requirements. Responsibilities include management of project accounting, audit, and budgetary controls, monitoring of project sub contractual requirements, support for procurement of works and services contracts, support for the development and acquittal of country grant agreements funding with Pacific island countries.? Where needed and possible, the Finance and administration assistant may be required to assist other projects within SPC.

??????Support the delivery of financial and procurement reports using SPC financial systems.

??????Monitor project expenditure against approved budget on a monthly basis.

The Ministry of Fisheries and Marine Resources Development has received financing from the World Bank toward the cost of the PROP Project and intends to apply part of the proceeds for consulting services.

The consulting services (※the Services§) include.?

  • Review and document the current-state of fishing vessel monitoring practices across fleets, and current regional policy.
  • Preparation of an e-monitoring policy framework and standard operating procedures.
  • Development of a full rollout trial program for MFMRD and Kiribati government approval.
  • Support for development of systems installation, administration and maintenance procedures.
  • Organise and support a pilot e-monitoring program including definition of hardware and software needs.
  • Planning for sustaining e-monitoring systems beyond the life of the Project, including cost recovery.
  • Support for full installation and ongoing maintenance for the Project duration.
  • Development of an e-monitoring data and data recovery policy.
  • Development of arrangements to integrate external information and communications technology support.
  • Development and delivery of a training program to ensure effective system administration, operation, and maintenance.
  • Providing technical advice on any procurement of hardware and software necessary for the trial and for full implementation.
  • Full cooperation with any related consultancy, for example related to e-reporting.

The Ministry of Fisheries and Marine Resources Development now invites eligible individual Consultant (※Consultants§) to indicate his/her interest in providing the Services. Interested Consultant should provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services. The shortlisting criteria are based on the followings:

Qualification requirement for Consultant:

  • Must hold a Bachelor*s degree in Fisheries and Marine Science or Management.

Expert Level (minimum 7 years applied experience)

  • Thorough understanding of e-monitoring and data management
  • Extensive experience in the development of e-monitoring policy and SOPs relating to fisheries development and management including an understanding of Kiribati fisheries regulations would be an advantage.

Advanced Level (minimum 5 years applied experience)

  • Experience in e-monitoring implementation and administration.
  • Experience and knowledge in providing training and capacity building in e-monitoring.
  • Experience in assessment of competencies.

Working Knowledge Level (minimum 3 years related experience).

  • Broad experience and involvement in Pacific national and regional fisheries.
  • Understanding of the precautionary principal, and social and environmental sustainability.
  • Strong appreciation of the work of the Western and Central Pacific Fisheries Commission (WCPFC), the Forum Fisheries Agency (FFA), and the Pacific Community (SPC).

Relevant post-graduate qualifications will be highly regarded.

Remuneration 每 the Grants and Collaborations Officer is a Band 9 position in SPC*s 2024 salary scale, with a starting salary range of 3,209每3,915 SDR (special drawing rights) per month, which currently converts to approximately XPF 474,675每579,141 (USD 4,268每5,207; EUR 3,978每4,853). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

The role 每?Programme Coordinator 每 Strategic Engagement and Policy Coordination?will play a crucial role in overseeing the Strategic Engagement and Policy Coordination portfolio within the Disaster and Community Resilience Programme (DCRP). The incumbent will be responsible for ensuring alignment between the Pacific Humanitarian Warehousing Program (PHWP) with DCRP and GEM strategies, workplans, and established project and programme management methodologies and frameworks. This role serves as a key adviser to the Deputy Director DCRP, providing strategic advice and supporting decision-making processes to enhance the overall effectiveness of the Programme. In addition, the incumbent will lead a team that engages in regional policy development, supports regional meetings that DCRP convenes in the disaster risk management and water security portfolios, and manages the work program of the Pacific Ministerial Champion for Disaster Risk Management (DRM).

Contract Duration??3 years??subject to renewal depending on funding and performance.

Remuneration?每 The?Programme Coordinator 每 Strategic Engagement and Policy Coordination?is a band 12 position in SPC*s 2024 salary scale, with a starting salary range of 3,565?4,456 SDR (special drawing rights) per month, which currently converts to approximately FJD 10,623-13,279 (USD 4,741每5,927; EUR 4,419每5,524). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji?每 SPC provides a housing allowance of FJD 1,350每3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC*s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
