The Programme ¨C Climate Change and Environmental Sustainability Programme (CCES) was established to support SPC in strengthening and streamlining its climate change initiatives by consolidating the existing climate change work of SPC under strategic and technical management. In addition, CCES provides leadership in SPC¡¯s climate change and environmental sustainability actions, coordinates and liaises with regional and international partners coherently for the organisation and enhances mainstreaming of the issue within its divisional development work.

The role ¨C The Climate Change Mitigation Specialist will lead the mitigation works of the Hub under the guidance of the NDC Hub Manager. The role will assist in the screening, assessment and development of country requests pertaining to Climate Change mitigation issues, in particular NDC enhancement and implementation. The Specialist will lead and coordinate the implementation of country requests in the area of Climate Change mitigation, collaborate with the SPC divisions, flagships and other relevant partners.

The key responsibilities of the role include:

Climate change mitigation project development and screening

????? In context of the NDC Hub, lead the identification, review, and development of climate change mitigation needs, priorities and related activities at the NDC hub.

????? Identify potential climate change mitigation projects in alignment with national and regional NDC priorities.

????? Provide recommendations and advisory services to countries and the Hub implementation unit in the field of climate change mitigation.?

????? Coordinate active synergies and collaboration with SPC technical divisions (including GEM, SDD, LRD, FAME, PHD, HRSD and CCES team leads), PCREEE on climate change mitigation priorities and activities.

????? Assist countries in identifying relevant areas of gaps and needs to enhance mitigation targets and delivery.

?

Project implementation and reporting

????? Lead technical advisory and project implementation including consultation of focal points, procurement, technical backstopping and implementation, on streams of work under mitigation.

????? Organise and coordinate the implementation of the activities, including field missions, workshops and training.

????? Document the process of implementation and lessons learned in the delivery of the country activities, for the purpose of dissemination of learnings.

????? Ensure the monitoring and evaluation of the country request.

????? Seek active synergies and collaboration opportunities with SPC teams in the area of energy, maritime transport and climate change to support country and regional activities.

?

Capacity development

????? Identify, assess and support capacity development and training needs requirements under climate mitigation for project beneficiaries.

????? Identify opportunities for regional activities to support needs expressed by one or more Pacific countries.

????? Provide strategic advice and expertise to the NDC Hub partners in supporting their implementation of country requests.

????? Organize and carry out activities responding to regional and country specific and expressed needs in the areas of climate change mitigation.

????? Support the organization of regional dialogues to share experience in enhancing NDCs.

????? Promote NDC Hub¡¯s dialogue with countries, partners and financing institutions.

????? Coordinate and organise appropriate training exercises for the benefit of PICTs.

????? Provide technical guidance, awareness and training to the NDC Hub partners and beneficiary countries in the area of climate change mitigation

Pacific NDC Hub Implementation Unit Support?

????? Support SPC engagement in UNFCCC and CROP activities to promote and support Pacific interests arising from the work of the NDC Hub.

????? Contribute lessons learned, stories and communication materials to the communication media of the NDC Hub.

????? Ensure that climate change mitigation data and information is captured into the data & information portal of the NDC Hub.

????? Submit reports in a timely basis to NDC Hub and to SPC accounting for work undertaken and contribute to the NDC Hub overall reporting and monitoring.

????? Support SPC under the Climate Change Flagship in leading, developing and implementing inter-divisional programmes that mainstream climate change across the whole organization.

Salary, terms and conditions

Contract Duration ¨C This position is budgeted until 31 August 2027.

Remuneration ¨C The Climate Change Mitigation Specialist is a band 10 position in SPC¡¯s 2024 salary scale, with a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,672¨C9,591 (USD 3,424¨C4,280; EUR 3,191¨C3,989). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C SPC provides a housing allowance of FJD 1,350¨C3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The?Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is?composed of two programmes: Coastal Fisheries and Aquaculture Programme (CFAP) and the Oceanic Fisheries Programme (OFP). The Director¡¯s Office provides divisional support and strategic direction across the programmes

The role?¨C?Fisheries Technical Assistant?will assist the Project Manager in carrying out port and observer sampling of tuna and similar species that supports the improved management of Pacific fisheries and their resilience to climate change.

Port and at-sea sampling of tuna and similar species

??????Carry out port and at-sea sampling of tuna and other species on a regular basis to ensure timely completion of FAME projects.

??????Assist the project manager and national authorities with supporting port and at-sea sampling of tuna.

??????Assist in upkeep of the equipment used for port and at sea sampling of tuna and other species as required.

Data entry?

The role ¨C The Digital Communications and Capacity Development Officer will support the development, planning and implementation of activities related to strengthening communications capability, capacity building, programme communications and knowledge management for the Climate and Oceans Support Program in the Pacific.

The key responsibilities of the role include:

Programme digital communications and event coordination

????? Support the COSPPac team with the development and the implementation of communications strategy.

????? Prepare and coordinate the review and approval process of media alerts and media releases and disseminate them to media outlets.

????? Collate stories of programme activities/events from team members for publishing in relevant regional newsletters.

????? Create and distribute multimedia content.

????? Support the management of website content and social media channels.

????? Ensure that programme outputs and communication materials are communicated and shared during programme events and public forums.

????? Monitor and analyze digital campaign performance.

Development, dissemination, monitoring and evaluation of knowledge products

????? Support the delivery and ongoing improvement of current trainings and stakeholder engagement workshops.

????? Create and distribute guides, toolkits, and templates for effective digital communication.

????? Facilitate knowledge sharing and collaboration among meteorological professionals.

????? Creation and development of audience- appropriate content for in-country technical training.

Remuneration ¨C The Digital Communications and Capacity Development Officer is a band 9 position in SPC¡¯s 2024 salary scale, with a starting salary range of 2,284?2,856 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,808¨C8,509 (USD 3,038¨C3,798; EUR 2,832¨C3,540).? An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C SPC provides a housing allowance of FJD 1,350¨C3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. The role ¨C the Information and Knowledge Management Coordinator will oversee the team that manages the practices, resources, and systems that SPC uses to publish and manage its knowledge assets. This includes SPC¡¯s libraries, record keeping practices, document management practices, knowledge management community of practice, and knowledge systems.

The key responsibilities of the role include the following:

Leading SPC¡¯s information and knowledge management (IKM) capability

????? Deliver across SPC the strategic vision for the IKM work programme.

????? Ensure information and knowledge systems at SPC are relevant, fit-for-purpose and facilitate a OneSPC approach to knowledge, information and data management.

????? Ensure relevant projects are delivered on time and budget.

????? Embed relevant policies, procedures, retention schedules and best practice into SPC ways of working and understood well across the organization.

????? Make sure knowledge products, publications and project documentation are available in a timely and accessible manner.

????? Ensure the jobholder is seen as an authority on IKM-related matters at SPC.

Encouraging an SPC-wide culture of knowledge sharing through the Knowledge Management Community of Practice

The Pacific Community?(SPC) invites applications for the position of?Senior Hydrologist?within its Geoscience, Energy and Maritime Division. This position will be located at its regional office in Suva, Fiji.

The?Pacific Community (SPC)?is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture.

The?Geoscience Energy and Maritime (GEM)?Division provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (3) areas of scientific programming and two areas of focus within this division:

1.??? Oceans and Maritime Programme (OMP) ¨C?assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.

2.??? Georesources and Energy Programme (GEP) ¨C?assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.

3.??? Disaster and Community Resilience Programme (DCRP) ¨C?assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.

The role ¨C?Senior Hydrologist?will support the Pacific Community and member countries through technical leadership as well as project development, management, and implementation. The Senior Hydrologist will provide advice to support sustainable development and management of surface water resources and flood early warning systems across the Pacific region. The core responsibilities of the Senior Hydrologist include delivering high-quality technical advice, development of SPC and member countries capacity, promotion of gender equity and social inclusion, resource mobilization, and the successful and timely delivery of projects and project activities to Pacific Countries.

The key responsibilities of the role include:

?

Technical Advice and Support

??????Provide high quality technical advice and support on Flood Early Warning, development, management and protection, of surface water resources and project implementation needs at the national and regional levels.?

??????Identify training and capacity needs of SPC and member countries and develop initiatives to address them.

?

Project Management??

??????Support for implementation and management of projects including budget development, financial and narrative reporting, and preparation and management of procurements.

??????Ensure administrative and procurement procedures are undertaken in accordance with SPC and project protocols and requirements.

??????Preparation of contracts and TOR¡¯s for development and delivery of project activities in accordance with SPC protocols.

?

Networking and Communications

??????Promoting and developing relationships with member country counterparts, partners, and stakeholders resulting in improved delivery of project, national and regional initiatives for flood early warning, and resource mobilization, for improved flood early warning, community resilience, water resource protection, management, and sustainability.

??????Ensure accurate, audience focused sensitive hydrological information is accessible and available to a wide variety of relevant stakeholders.?

Capacity Building

??????Actively support and encourage the development of capacity building to strengthen the long-term capacity of SPC and country counterparts in water resources and flood early warning, as well as community engagement techniques, people centered approaches and project management through on-the-job training and specially designed training.

??????Design, develop and implement training programs in hydrology, data analysis, technical reporting, and community engagement skills

Provision of High-Quality Technical, Administrative and Financial Reporting

Resource Mobilization

??????Identifying and developing resource mobilization opportunities to address member country and SPC needs at National and regional level.

Qualifications

¡¤??????A master of science degree (MSc) with a specialization in a relevant field such as hydrology, or water resources engineering.

Technical expertise

?

¡¤??????At least 10 years of experience in surface water hydrology and demonstrated experience with communities and complex project activities.

¡¤??????At least 8 years demonstrated project management and organizational skills experience.

¡¤??????Experienced in the application of hydrological data and databases to develop information products.?

¡¤??????Demonstrated experience in the use and application of QGIS.

¡¤??????Demonstrated experience of hydrologic and hydraulic modelling

¡¤??????Demonstrated experience of working and managing projects in remote locations.

¡¤??????Demonstrated experience in Community engagement.

Salary, terms and conditions

?

Contract Duration?¨C?Until 31 December 2026?¨C?subject to renewal depending on funding and performance.

Remuneration?¨C The?Senior Hydrologist?is a band 12 position in SPC¡¯s 2024 salary scale, with a starting salary range of 3,565?4,456 SDR (special drawing rights) per month, which currently converts to approximately FJD 10,623¨C13,279 (USD 4,741¨C5,927; EUR 4,419¨C5,524).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji ¨C?SPC provides a housing allowance of FJD 1,350¨C3,000 per month.?Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).
