Vacancy: Project Coordinator, Atmospheric Radiation Measurement (ARM) Program in the Tropical Western Pacific (ARM/TWP)
This position is required to coordinate the activities and operation of the ARM climate research stations in the SPREP region and other locales (Alaska and Southern Great Plains in the US), specifically to oversee the PNG and Nauru contracts with ARM; maintenance of ARM/TWP subcontract/s for routine and corrective maintenance in the Pacific region; coordinate consultants to support TWP Operations as required; work closely with ARM/TWP Project Office (ARM/TWPPO) to oversee ARM regional issues, clarifying objectives, resolving issues, and implementing regional concerns in the Pacific; work closely with the TWPPO in clarifying and implementing objectives for education outreach activities in the Pacific; and deliver timely reports to ARM/TWPPO. Required Qualifications and Experience Candidates must have appropriate tertiary qualifications (preferably with post-graduate qualifications in a relevant field) with at least 5 years' of relevant work experience within the Pacific region. Other essential requirements are: proven project management experience and proven ability to manage the work of consultants; work as part of an inter-disciplinary and/or multi-cultural team; prepare proposals and reports to meet deadlines (often under difficult circumstances); and to live and work within Pacific island communities. Applicants with demonstrated interest and involvement in research and environmental, economic and social issues affecting the region, particularly relating to global climate change will be highly regarded.
Appointment Will be at either Project Officer or Adviser Level of SPREP's authorised salary scale for contract staff, depending on the qualifications and experience. SPREP remuneration is tax free in Samoa for non-residents and non-citizens of Samoa. The initial term is three years, renewable for a further three years depending on availability of funds and performance.

CONSULTING OPPORTUNITY
Scientific/Technical Advice - Pacific Islands Climate Change Assistance Programme (PICCAP) Phase II
PICCAP aims to build, enhance, and strengthen national capacities in Pacific Island countries to undertake studies and to report to the United Nations Framework Convention on Climate Change (UNFCCC). A twelve month extension has been approved to primarily focus on the following activities: § Continuation of national implementation strategies; § Continuation of public awareness and education activities related to climate change; § Continuation of vulnerability and adaptation studies; § Identifying technological needs and the capacity building required to assess those needs; and § Capacity building for participation in systematic observation networks.
Tenders are invited to provide scientific/technical advice and assessment on PICCAP Phase II activities, to participating countries in identified areas and in the context of the UNFCCC and PICCAP programme. These include mitigation of climate change through the use of renewable energies, and adaptation for climate change through community and private sector involvement.
Interested consultant or consultants must have experience in project design and development, proven expertise in management and delivery of scientific/technical advice at all levels, primarily on PICCAP key activities, and previous work experience in the Pacific region or in other developing countries. Professional Development Officer
Applications are invited for the position of Professional Development Officer in the SOPAC Disaster Management Unit, located in SOPAC Secretariat Suva, Fiji Islands. Preference may be given to nationals of SOPAC member countries. SOPAC is an independent, inter-governmental regional organisation established by South Pacific nations in 1972 and dedicated to providing service to the island member countries of its Governing Council
The position will report to the Unit Head of the Disaster Management Unit. The Professional Development Officer is expected to work as an effective member of a small project team and to assist with the development, planning, delivery, evaluation and effective coordination of a number of disaster management project activities. In particularly the Professional Development Officer will be responsible for monitoring and reporting on those activities relating to the Knowledge Management component of the SOPAC DMU Project Design document.
The Knowledge Management component of the DMU Project addresses the issues of professional development and skills training for key personnel (including National Disaster Management Office staff and NGO staff with national, district or provincial level program responsibilities. It will involve the development of a structured skills program (based on a training evaluation), the design of new courses and/or review of existing courses, the development of work study opportunities and the annual evaluation of those undertaking the training. A significant output will be linked to institutionalising the key development training to ensure the courses are periodically reviewed and also to ensure that national capacities are maintained through follow-up training.:
· Ability to work as a member of a small project team · Demonstrated experience in a range of training and professional development activities · Ability to plan and monitor a schedule of activities · Highly developed Interpersonal skills · Highly developed computer skills · Ability to work with minimum supervision
Qualifications Relevant qualifications in a training and education field and demonstrated experience in the design, development, evaluation and delivery of training programs and professional development. Fluency in written and spoken English is essential to communicate with member country governments and other regional and international organisations.

Energy Manager
Applications are invited for the position of Energy Manager in the SOPAC Secretariat, located in Suva, Fiji Islands. The position will be an appointment at Unit Head Level reporting to the Program Manager. A Unit Head is expected to assist management to develop, plan and implement programs of work having relevance and significance to the peoples and governments of SOPAC member countries. Specific technical skills includes: management of a wide and diverse range of energy programs including traditional, new and renewable, and developing energy technologies, develop long term programs, plans and project proposals, develop, evaluate and provide economic, policy and technical assistance and advice on energy project proposals and technologies, prepare terms of reference and contracts for consultants and technical specifications.
Qualifications A post-graduate degree, preferably at PhD level in an appropriate field of Engineering or Science from a recognised university. Eligibility for registration as a Professional Engineer with the Institution of Engineers, Australia / New Zealand or equivalent is desirable. A minimum of 15 years experience working as a Professional Engineer or Scientist in relevant fields, at least for part of this time in management positions. Fluency in written and spoken English is essential to communicate with member country governments and other regional and international organisations.

NATURE OF WORK:
This position is located in the Cooperative Research, Extension, and
Education Service, (CNMI-CREES) and is under the supervision of the Associate Director of Family and Consumer Sciences (FCS). The specialist will serve the islands of Rota, Tinian and Saipan, but will be located on the Island of Rota. The position will be 75% Extension and 25% Research. DUTIES AND RESPONSIBILITIES:
CNMI-CREES Research / Extension programs are interdisciplinary and
require the ability of the scientist to work as a team member to: 1) identify and diagnose important problems of clientele; 2) establish research and extension program priorities; 3) prepare grant proposals; 5) develop a plan of work and 6) implement, evaluate, and interpret research, extension, and other activities; working with clientele, advisory groups, Northern Marianas College staff, and other agencies and organizations. Performs job duties using appropriate research / extension methods,
techniques, and technology; evaluates educational activities for effectiveness; recruits, trains, organizes, involves, and recognizes volunteer leaders (youth and adult); establishes and maintains effective working relations with other extension and research specialists. Acts as a Principal Investigator (PI) in the CREES-FCS Food
Science/Technology research projects. Provides technical advice to clients, marketing organizations,
cooperatives, associations, and private individuals involved in vegetable and fruit production and marketing on: 1) cleaning; 2) grading; 3) packaging; 4) processing; 5) storage; 6) transporting; 7) marketing; 8) food quality and safety. Works cooperatively with CNMI-CREES research and extension staff to
carry out various experimental studies; collects, records and analyzes data; disseminates information generated by research, produces and disseminates extension publications, and addresses issues facing the agricultural industries including farmers, food processors and merchants on techniques for improving the profitability of the local food industry. Coordinates and collaborates with the local Governments, Public School
Service, Department of Public Health, Environmental Protection Agency, Food and Drug Administration, Department of Lands and Natural Resources, food producers, processors and wholesalers, etc. on projects or programs in marketing, processing, food safety and food quality. Plans and implements an effective public relations program to promote extension / research. May be asked to teach courses in areas of expertise for the CREES degree
program. Provides leadership to extension program development in the area of food
processing, storage and safety. Builds dynamic teams of extension educators, specialists, and
professionals from community organizations to address local concerns regarding food processing, marketing, food safety and quality. Seeks, writes proposals and acquires funding for programming, extension,
research and education. Develops and teaches courses and workshops in the area of food science
and technology. Initiates research related to local issues in the area of food science
and technology. Develops educational materials and tools to support extension programs
in the area of food processing, safety and quality, including publications, training manuals, videotapes, multimedia, web sites, and newsletters. Assists extension educators in developing evaluation plans and tools to
determine the impact of their food programs in the community. Builds coalitions with other extension and university units, agencies
and organizations to maximize programs and resources. Develops a working relationship with the media to provide accurate and
timely food processing safety and quality information. Performs other duties as requested.
MINIMUM QUALIFICATIONS:
Graduate of an U.S. accredited college or university with a M.S. (Ph.D.
preferred) in food science, food technology, foods and nutrition, or related field. Demonstrated ability to secure grants and funding from outside sources.
Demonstrated ability to initiate and implement community wide programs
in the area of food science and technology. Excellent oral and written communication skills.
Prefer familiarity with the rules, regulations, and procedures of USDA

NATURE OF POSITION:
The position is located on Rota, CNMI, under the direction of the Crop
production improvement program leader and under the direct supervision of the CNMI-CREES Rota Coordinator. DUTIES AND RESPONSIBILITIES:
Agriculture Research/Extension programs are interdisciplinary and require
the ability of the Agent to work as a team member to: 1) Identify and diagnose important problems of farmers, households, consumers and merchants 2) Establish research and extension program priorities 3) seek and prepare grant proposals 5) develop a plan of work and 6) implement, evaluate, and interpret research, extension, and other activities; working with clientele, advisory groups, Northern Marianas College (NMC) staff, and other agencies and organizations. Performs job duties using appropriate research/extension methods,
techniques, and technology; evaluates educational activities for effectiveness; recruits, trains, organizes, involves, and recognizes volunteer leaders (youth and adult); establishes and maintains effective working relations with other extension and research specialists. Leads and extension and research, fruit improvement program in the CNMI;
assesses research and extension priorities, prepares a program, writes and submits grant proposals; manages projects and staff.
Develops educational and research programs focused on fruit production,
business management, marketing, environmental stewardship, integrated pest management, post harvest, quarantine and other topics of importance to the CNMI. Plans and implements an effective public relations program to promote
extension/research. Teaches courses, in areas of expertise, for the CNMI-CREES degree programs.
Performs other duties as requested.
MINIMUM QUALIFICATIONS: Must have a Master's degree in Horticulture (or a
BS degree with at least 5 years of highly relevant research or extension experience). Knowledge of tropical or semi tropical fruit production and Integrated Pest Management (IPM). Experience in conducting research, with farmers, in farmers' fields, (orchards) is preferred. Training is or experience in extension program development and evaluation, and proposal writing is strongly preferred. Familiarity in working with computers is required. Good written and oral communication skills are required. Ability to deliver public presentations and work effectively with groups. Ability to statistically design and analyze the results of experiments and surveys. Ability to work as a multidisciplinary team member or leader and to work well with farmers. How to Apply:

VACANCY - FISHERIES MANAGEMENT ADVISER
The South Pacific Forum Fisheries Agency (FFA) is a regional organisation based in Honiara, Solomon Islands. The FFA is responsible for assisting its 16 member countries develop and co-ordinate fisheries management policies and promote the development of their fisheries resources. For the immediate future, the Agency is focused on tuna and related oceanic fisheries.
Applications are invited for the position of Fisheries Management Adviser.
The Fisheries Management Adviser will report directly to the Manager Economics & Marketing. The applicant must have tertiary qualifications in resource management and/or related disciplines, and should have at least five years experience in the management of industrial scale fisheries. The applicant should have a thorough understanding of fisheries management principles and techniques, practical fisheries management experience, demonstrated analytical and research capabilities, and sound presentation and communication skills. An understanding of fisheries science, particularly stock assessment techniques, international fisheries law, and the tuna industry, are helpful though not essential attributes. The appointee will be based in Honiara, Solomon Islands. Occasional travel will be required, mainly within the South Pacific region.
The successful candidate will be expected to take up the appointment around October 2000. Base Salary for the position ranges from US$36,396 pa to US$42,827pa. In addition, a Cost of Living Differential Adjustment (COLDA) of approximately 20% of base salary is payable.
The total remuneration package includes base salary, COLDA, location allowance (5% of base salary), child education allowance (maximum of US$6,500 per dependent child or US$19,500 per family), limited medical insurance cover, 6 weeks recreation leave, annual leave passage to place of recruitment and superannuation (7.5% of base salary and location allowance). For those recruited from outside of Solomon Islands, remuneration is tax-free in the Solomon Islands. Currently housing is provided by the Agency at a rental of 12.5% of base salary.

The MF Specialist will be assigned to the Microfinance Unit of the Ministry of Finance in Fiji for 2 years and will work under the technical supervision of the UNDP/UNOPS Pacific Sustainable Microfinance and Livelihoods through Empowerment (SMILE) Programme. The job entails :
1.advising on appropriate policies, strategies and support mechanisms for the development of MF services in Fiji – including the regulatory environment for microfinance development 2.set up an effective monitoring and response system at the MFU 3.provide technical support and training to local MFIs - especially in setting up their financial management system, training managers to interpret and act on the information, setting portfolio performance standards 4.developing and exposing local MFIs to new financial products and services 5.promote professional standards and development amongst managers and staff of MFIs 6.provide on-the-job training to the national counterpart (programme coordinator and training officers of the MF Unit) 7.conduct research to determine client demand and impact
The particular strength the Specialist must have is in the area of financial management of MFIs - including preparation of business/viability plans, financial projections, computation of interest rates and portfolio performance ratios, developing ways of increasing efficiency and staff productivity as well as reducing transaction costs.
Fluency in spreadsheet and financial management computer programs is a must. The person must have very good communication skills and able to write well and quickly in English. The person must be a team player, highly energised and self-motivated.
It is not expected that the person would have acquired such competencies with less than 4 years working experience with a financial institution, an MFI or similar research or MF support organisation.

As part of assistance to the Government of Tuvalu in the area of social policy development and implementation, the United Nations Development Programme in the Pacific requires the assistance of a suitably qualified planning and management consultant in the area of social policy and delivery of social services. The consultant will assist the Department of Community Affairs within the Ministry of Health, Women and Community Affairs to develop a corporate plan for the delivery of social policy and related programmes. Detailed Terms of Reference are as follows:
Planning and Management Consultant for the Department of Community Affairs, Government of Tuvalu
a. Terms of Reference
Under the supervision of the Secretary for Health, Women and Community Affairs, the consultant will undertake the following tasks:
1. Review legal and regulatory frameworks for the delivery of social policy and social welfare programmes in Tuvalu.
2. Identify additional technical expertise or additional community assessment work in order to strengthen these frameworks for the successful delivery of social policy and related programmes in line with government policy and prepare draft terms of reference for this assistance.
3. Develop a strategic framework for the corporate plan.
4. Facilitate inter-departmental and national consultations on the corporate plan.
5. In consonance with Government of Tuvalu systems, draft an organisational plan that describes the staffing organisation and functions, staff and stakeholder development, mechanisms for coordinating and monitoring social development generally and social welfare programs and projects at both local and national level, etc.
6. Assist in the identification and outline of projects and programmes for the promotion of social development and the delivery of social welfare services in Tuvalu, and incorporate these into an investment plan within the CP.
7. Recommend short and long-term training for DCA staff and stakeholders as required to implement.
b. Qualifications
1. A graduate (Masters level) or postgraduate (Doctoral level) degree in a social science (e.g., management, economics, sociology).
2. Over ten years' increasingly responsible experience in planning for and/or implementing programmes and services for gender equity, social welfare, disabled, youth, women, poverty eradication and/or elderly.
4. Knowledge of the legal aspects of welfare, including the provision of welfare benefits.
5. Demonstrated ability to develop a corporate plan in a participatory manner.
6. Some knowledge of legal and regulatory policy frameworks.
c. Work Schedule
Week 1 Finalise terms of reference, work schedule and expected outputs with the Government. Orientation/familiarisation on the Tuvalu situation, government and non-governmental structures and preparation for consultation with Government, NGOs and island communities.
Weeks 2&3 Consult with island communities, collect information and obtain feedback on preliminary outputs.
Week 4 Consultation with stakeholders to outline strategic framework for the Corporate Plan.
Week 5 Work with DCA, MWCA to detail organisational plan.
Week 6 Finalise organisational plan including draft budget projections.
Week 7 Present draft to MWCA and CAO by end of the week.
Week 8 Revision of the above, presentation/submission of final report and draft UNDP project document.
d. Duration of Assignment
Two months.

This five-year AusAID funded project commenced implementation in June 1998. The project's aim is to improve the capacity of Papua New Guinea's health professionals and managers to deliver improved services in Women and Children's health throughout the country. Cold Chain Logistics Officer Reporting to the Team Leader the position which is one of five for long term International Consultants supports the implementation of a national immunisation program and vaccine logistic management activities. The Consultant will also be required to provide in-service training in cold chain logistics for provincial immunisation officers. Specific responsibilities will include: · Implementing activities of assistance commenced under the Women and Children's Health Project (WCHP) in vaccine and medical store management. · Implementing the recommendations of the WCHP-review of the cold chain in PNG using the new National EPI/Cold Chain Policy. Developing and introducing best practice into provincial systems and introducing a national coordinating mechanism. This will include stock control processes, monitoring the flow of vaccines through the chain, and the introduction of mechanisms to maintain quality control. · In conjunction with the First Assistant Secretary, Family Health Services, coordinating the purchase, installation and maintenance of cold chain equipment with system supplier (utilising the results of field trials and evaluations of refrigerators already conducted in PNG). A second phase may include possible identification of new key locations for refrigerators in the rural health services; · Introducing mechanisms for the maintenance of the fabric of the cold chain · Co-ordinating and integrating activities where possible and appropriate with any other project or program working in relation to cold chain and logistics (for example the proposed Pharmaceutical Supply and Distribution project). · Conducting workshops and training sessions for Papua New Guinea Nationals with responsibility for Cold Chain Supply. WOMEN'S DEVELOPMENT ADVISER
BACKGROUND
The Secretariat of the Pacific Community (SPC) is an independent intergovernmental agency providing technical advice, assistance, training and research in the service of the 22 Pacific Island countries and territories of Melanesia, Micronesia and Polynesia. It currently has a staff of more than 200. SPC is officially bilingual, with English and French being the working languages.
The SPC vision into the 21st century is one of a vibrant and dynamic bilingual regional technical organisation working in partnership with its members, other organisations and donors, and excelling in the coordination and delivery of priority work pgorammes to Pacific Island countries and territories. The Pacific Women's Resource Bureau (PWRB) of the SPC strives to ensure that SPC's vision is realised with actions that support gender equity and the advancement of women in the Pacific Community.
The PWRB plays an important role in the delivery of the Secretariat's technical services to the island member countries of the Pacific Community in the areas of training and community education, monitoring and evaluation, and information and communication. The PWRB is based in Noumea, New Caledonia, and is headed by the Women's Development Adviser who oversees a staff of three.
DUTIES AND RESPONSIBILITIES
The Women's Development Adviser is responsible to the Deputy Director General (Noumea) for the following:
* Development and implementation of training programmes on gender awareness, and related leadership, management, administration and communication skills for various target groups; * * Advising and assisting member countries on request in the formulation of women's programmes and projects; * * Liaising with and providing information to women's organisations, and counterparts in government and NGOs, especially in relation to gender and development issues; * * Working cooperatively with other SPC staff on projects concerning women ; and in * * (a) the collection, organisation and dissemination of information on gender and development; * (b) the planning, implementation and evaluation of projects affecting women; * (c) the establishment and maintenance of a register of skilled Pacific women; * * Collaborating with other regional and international organisations on issues affecting gender and development in the region; * * Preparing articles, papers and educational material within the scope of the organisation's work programme for publication, as approved by the Director General; * * Performing other duties as required by the Executive. QUALIFICATIONS AND EXPERIENCE
Applicants for this post should possess a university degree or tertiary qualifications plus practical experience in women's programmes and problem solving.
The successful applicant should have all, or most, of the following:
a) Project management experience and skills (finances, personnel, etc.) ; b) Design and implementation of non-formal training ; c) Proven experience and knowledge in GAD/WID ; d) Proven experience in managing women-related activities ; e) Networking skills (knowledge in developing and maintaining) ; f) Proven experience in women's development and analysis ; g) Pacific island knowledge and in-country experience ; h) University/tertiary qualifications.
SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCE
The starting salary for this position will be CFP 451,503 francs per month in the SPC S2 salary grade. SPC emoluments are not subject to income tax in New Caledonia at the present time. The international currency exchange rate at the time of writing is approximately USD 1.00 = CFP 132 francs.
TENURE
The appointment will be for a period of three years in the first instance, subject to the satisfactorily completion of a one-year probationary period. The contract may be renewed for a further three years subject to performance and continued funding availability.
DUTY STATION
SPC Headquarters, Noumea, New Caledonia.
ACCOMMODATION
An SPC-owned house or flat will be made available, based on the following deductions from basic salary:
2 bedrooms - 11.5% 3 bedrooms - 12.5% 4 bedrooms - 15.0%
Housing is expensive in Noumea and, despite these standard salary deductions, the cost of housing is heavily subsidised.
LEAVE
Leave will accrue at the rate of 2.5 working days per calendar month of active duty service. For expatriate staff members, home leave fares are payable after 18 months of active duty service.
SICK LEAVE
Thirty working days per annum.
MEDICAL BENEFITS
The SPC's Staff Medical Insurance, to which the appointee will contribute 1.5% of basic salary, reimburses doctors' fees, cost of prescribed medicines, surgical and hospital costs, etc. up to certain percentages and limits. Supplementary medical insurance is available to increase these percentage reimbursements and limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident Fund. Noumea-based staff contribute six per cent of basic salary to which SPC adds a matching contribution.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, airfares by the most direct/and or economic route for the appointee, and reasonable removal expenses by sea of personal and household effects will be met by SPC on appointment and termination. Recognised dependants travel and removal expenses will not be covered for a short-term contract of this nature, but the appointee may become eligible if the cotract is significantly extended.
COMPUTING ENVIRONMENT
SPC has a standardised computing environment based on Microsoft Office running under Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not permitted in the workplace.

JOB DESCRIPTION
TITLE: Live Reef Fish Trade Coordinator SUPERVISOR: Director, Coastal/Marine Program LOCATION: Greater China DATE: June, 2000
SUMMARY OF POSITION:
The Nature Conservancy's Asia/Pacific Coastal/Marine Program is working to develop and refine its live reef fish trade strategy to help minimize the trade's destructive impact on marine biodiversity in Indonesia and the Pacific. Recognizing the unsustainable nature of the live reef fish trade and its immense threats to marine biodiversity, the Conservancy is working to catalyze a trend that will convert the trade's dependence on wild caught groupers to the use of groupers raised in hatcheries. The Conservancy believes that this market transformation can be achieved through the mariculture of target species in the supply (or exporting) countries such as Indonesia and in mainland China. Sustainable mariculture will help abate the damaging effects of destructive fishing methods on coral reefs, while relieving fishing pressure on the breeding populations of targeted species.
Leading this effort will be a Live Reef Fish Trade Coordinator. S/he will build and maintain partnerships within the wide range of business, government, NGO, and intergovernmental parties involved in the trade. The Coordinator will also be responsible for hiring and managing consultants; promoting critical policy changes; implementing the demand component of the Conservancy's live reef fish trade strategy and ensuring integration with supply side country activities; and, helping secure additional financial support (funds and in-kind) to execute the strategy. S/he will report to the Director of the Coastal/Marine Program.
DUTIES:
1. Initiate and strengthen collaboration among regional partners to develop and implement a coordinated strategy for exporting countries and in Greater China to support a sustainable live reef fish trade.
2. Recruit, hire and manage two consultants, an International Trade Specialist and a Mariculture Specialist, and work with them to develop a coordinated approach to address the demand side of the industry.
3. Together with the International Marinelife Alliance (IMA), TRAFFIC, Hong Kong Chamber of Seafood Merchants, other individuals and agencies, and the International Trade Specialist, develop and implement a system to monitor market trends for the live reef fish trade and disseminate the information internationally as appropriate for active management of the trade.
4. Work with partners to determine the price-demand relationship in the live reef fish trade and explore the possibility of manipulating the price structure to regulate the trade.
5. Determine the best roles of demand markets (Taiwan, Hong Kong, and mainland China in particular) in assisting the Conservancy to achieve its objectives in mariculture development. Work with the Greater China Team, the Mariculture Specialist and other key players to develop and implement sustainable strategies. Such key players include the Taiwan Fish Breeding Association, Taiwan's Overseas Fisheries Development Council, the Hong Kong Government's Agriculture and Fisheries Department, seafood restaurant associations, and the Hong Kong Chamber of Seafood Merchants, as well as other major players in mariculture technologies (e.g., Queensland Department of Primary Industries, Gondol Fisheries Research Institute, etc.).
6. Frequently assess and evaluate the Conservancy's collaborative, multi-partner, Integrated Live Reef Fish Trade strategy, update as necessary and develop an implementation plan for the Conservancy's component, including helping to secure resources.
7. Engage APEC and other government partners in promoting regional policies and regulations, a certification system, and enforcement programs to support sustainable practices.
8. Identify and encourage private and public investors in mariculture in Indonesia and mainland China. Work with Conservancy staff to catalyze financial investments in mariculture linked to the conservation of marine biodiversity, such as through a Biodiversity Enterprise Fund.
9. Prepare reports and presentations and attend meetings as may be required by the Director, Coastal Marine Program and the Director, Greater China Program.
REQUIREMENTS:
1. Excellent business background with experience in the development and implementation of marketing programs.
2. Strong experience in macroeconomics and/or international trade policies.
3. Strong working experience in Greater China (especially Taiwan and Hong Kong).
4. Experience working with government agencies and international policy organizations; good lobbying skills.
5. Fishery or environmental conservation experience preferred but not required.
6. Excellent communications and writing skills.
7. Fluency in spoken English and Chinese (Mandarin required; Cantonese preferred but not required).

Job Summary:
Reporting to the Director/Deputy Director, the officer will be responsible for the implementation of the Secretariat's sub-programme (B3.6) on environment, for which EAD has lead responsibility.
Prepares papers/briefs on environmental policy issues and global environmental developments.
Co-ordinates preparations for, and follow-up to, meetings of the Commonwealth Consultative Group on Environment (and other consultative meetings on environment, as necessary); prepares papers for these meetings.
Develops and implements the Division's environmental policy development work (currently focusing on the integration of economic and environmental policies in member countries.
Analyses and reports on major international policy developments in the field of environmentally sustainable development; advises on how these developments impinge on the Division's/Commonwealth Secretariat's work.
Prepares strategic plans/budgets and develops the Division's work programme on environment.
Prepares briefs and speaking notes on environmental issues for the Secretariat's senior officials.
Supervises and appraises the work of an CS7 and CS8 officer.
Provides advice and prepares papers for Commonwealth meetings on issues concerning the environmentally sustainable development of small states.
Represents the Secretariat at international meetings/ conferences on environment.
Liaises with officials in governments and other multilateral organisations on environmental matters of interest to the Division/Commonwealth Secretariat
Performs any other duties as may be required from time to time.
Person Specification/Competencies
Education:
Essential: Post-graduate degree in economics or environment and development, and knowledge of environmental issues.
Desirable: A multidisciplinary academic background.
Experience:
Essential: At least five years of work experience dealing with environment and development policy issues at an international level.
Desirable: Work experience dealing with environment and development policy issues in an international organisation.
Skills:
Essential: Knowledge of environment and development policy issues, particularly at an international level. Strong analytical and drafting skills with an ability to draft papers/briefs/notes for inter-governmental meetings, workshops and senior management of the Secretariat. Good managerial skills. Sound political judgement, diplomacy and tact. Familiarity with MS Word and other IT.
Desirable: Basic knowledge of environmental economics.
General:
Essential: Ability to work in a multi-cultural setting. Ability to work under pressure and with minimal supervision.
SUMMARY OF STAFF RULES PERTAINING TO SALARY AND TERMS OF SERVICE OF A CHIEF PROGRAMME OFFICER GRADE (CS5)
A. GENERAL
Contract Terms: Appointments are initially on a term contract of three years, which may be renewed by mutual agreement subject to good performance and a continuing demand for the requisite skills. However, there is an expectation among governments that a degree of rotation should apply in this Grade, and the Secretary-General will take this into account when considering recommendations for contract extensions.
Probation: Appointments are subject to satisfactory completion of six months probationary service. This period may be extended at the Secretary-General's discretion.
Salary Scale: ?37,992; 39,324; 40,776; 41,976; 43,320; 44,640; 45,972; 47,304; 48,636; 49,968 per annum, subject to deduction of British Income Tax, National Insurance and State Earnings Related Pension contributions.
Appointments are normally to the first point of the scale.
Period of Notice: During probationary service, the appointment may be terminated by the Secretariat giving five weeks notice. Thereafter the staff member will be entitled to six months notice. The staff member may resign at any time upon giving six months notice.
Duty Travel: By most direct and economical route and mode of transport. Air travel by economy class, rail travel by first class.
Annual Leave: 25 working days per year, rising to 30 if continuous services exceeds ten years.
Retirement Date: 60th birthday.
Medical: Appointments are subject to passing a medical examination.
Clearance: Appointments are subject to clearance to the extent that person's own Government raises no objection to their suitability for employment.
Change of Address: Staff are required to notify Personnel Department immediately of any change of home address or telephone number, and also of a contact address/telephone number when going on leave.
Pension/Gratuity: If the staff member is not required to contribute to superannuation scheme of the seconding Government or any private or university superannuation scheme, and is under 55 years old, s/he may join the Secretariat's Pension Scheme. The staff member will in that event be required to contribute 6 per cent of gross salary (to which the Secretariat adds the necessary remainder, currently 15%). If the staff member leaves the Secretariat's Pension Scheme before completing two years service only his/her contributions will be refunded; where the staff member leaves the Secretariat after having completed two years service s/he will be entitled to a deferred pension payable from age 60 years or a transfer value to be taken to a new employer's Pension Scheme. An explanatory booklet is available.
For individuals who come on unpaid secondment from their existing employer and who wish to remain in active membership of their employer's pension scheme, the Secretariat will pay the employer contributions to that scheme up to a maximum of 15% of their gross salary with the Secretariat. They will not then be eligible for the Secretariat's own pension or gratuity schemes.
Individuals who do not wish to remain in another employer's pension scheme or to join the Secretariat's Pension Scheme, may opt instead, at the end of the contract and subject to satisfactory performance thereof, to be eligible for consideration to receive at the sole discretion of the Secretary-General a gratuity free of UK income tax up to maximum of 15% of gross salary.
B BRITISH CITIZENS AND UK RESIDENTS
Benefits Replacement An allowance of 3% of gross salary will be paid Allowance: monthly with salaries, in recognition of non-cash benefits provided by the UK private sector. This is subject to deduction of UK income tax.
C STAFF MEMBERS RECRUITED FROM OVERSEAS
The Secretariat offers the following facilities and benefits to staff members recruited from overseas. To be recognised as "overseas recruited" a staff member must have no right of residence in the UK, but must be dependent on employment with the Secretariat for remaining in Britain.
Travel: Economy class airfares for the staff member, his/her spouse and dependent children on commencement and termination.
Cost of Transportation: Cost of transporting personal effects and household goods up to the following limits:
500 cu. ft. in respect of staff member 200 cu. ft. in respect of spouse 100 cu. ft. in respect of each dependent child
In addition, up to 15 kgs of excess accompanied luggage by air will be allowed on joining and termination for the staff member, spouse and each dependent child. No separate allowance will be made for transporting an automobile and not more than one automobile may be allowed to be transported. The Secretariat will meet reasonable cost of insurance of personal effects.
When first taking up an appointment and provided a staff member stays in an approved hotel, subsistence allowance at the appropriate UN rate will be paid in respect of the staff member, accompanying spouse (75%) and dependent children (50%) for a period of up to two weeks from the date of the staff member's arrival in post. Thereafter, the cost of a furnished apartment will be reimbursed for a period of up to three weeks or until suitable accommodation is secured, whichever is the earlier. Rent allowance will then be payable.
Installation Grant: 9 per cent of net basic salary (married) or 6 per cent of net basic salary (single) on taking up appointment.
Termination Grant: 9 per cent of net basic salary (married) or 6 per cent of net basic salary (single) on termination of appointment.
Housing Allowance: Single (including divorced & widowed) up to ?177 pw (Subject to British With Dependants (including Spouse) up to ?236 pw Income Tax): Home Leave: The staff member is entitled to home leave once in every three years of qualifying service and the Secretariat will pay the return economy class point-to-point air fares for the staff member, spouse and dependent children who came to London with the staff member.
Expatriate Benefits: Should the staff member acquire resident status in the UK, the entitlement to expatriate benefits (housing, home leave, etc.) would cease immediately. Entitled staff members will be required to sign an annual "Status Certificate".
* Definition of a Dependent Child:
A dependent child is an unmarried natural or legally adopted child of the staff member, who normally resides with the staff member concerned and who is under the age of 18 years or, if the child is in full time attendance at an educational institution, under the age of 21 years. If the child is totally and permanently disabled, the requirements as to school attendance and age may be waived.

With support from the David and Lucile Packard Foundation, SeaWeb and the International Coral Reef Symposium (ICRS) are offering a scholarship to 6 journalists / science writers from North America, Asia, Australia and Europe to attend the 9th International Coral Reef Symposium in Bali, Indonesia from October 22nd to 27th 2000. This world summit on coral reef science and issues, held once every four years, serves as the primary focal point for the analysis and official release of information on the status of coral reefs throughout the world. It attracts over 1500 international participants including scientists, policy makers, resource managers, and conservationists. The theme for this year's meeting is "World Coral Reefs in the New Millennium: Bridging Research and Management for Sustainable Development." The first meeting of the 21st century is a critical event as coral reefs around the world face new and unchronicled threats as never before. Impacts due to global warming, land-based pollution, and destructive fishing practices including reef bombing and poisoning are destroying reefs at unprecedented rates. New information on threats to coral reefs such as bleaching and mass mortality will be released. As the world population passes the 6 billion mark, coastal communities increasingly rely on the productivity of reefs as sources of food fish. Coral reefs are an economic foundation for tourism and are becoming increasingly important as a source of pharmaceuticals. Indonesia's reefs are the most diverse and rich in the world and are also under some of the most intense pressures. The scholarships will cover reasonable travel and expenses. The writers will meet the experts who will generate news about coral reefs in the coming year. SeaWeb will organize media tours to the threatened coral reefs. Journalists will be selected to represent North America, Asia, Australia, and Europe. Applicants should have an interest in exploring the themes of destructive fishing practices, pharmaceuticals from the deep, the loss of coral reefs and its impacts on fisheries, and marine diseases. Job Summary:
The Program Officer will work primarily in the Ecosystem Conservation and Policy Area of the Foundation's Global Security and Sustainability Program. Her or his primary responsibility will be working with Foundation staff and and grantees to develop several grant portfolios focused on biodiversity conservation and sustainable development in Asia and the Pacific. Specific grant portfolios include: marine conservation and sustainable fisheries, capacity building for adaptive management, and law and policy.
