Vacancy: INTERNATIONAL NEGOTIATIONS OFFICER
Successful candidate is required to undertake the following duties: ¡¤ Facilitate the development of policy relevant advice on climate change, climate variability and sea level rise to Pacific island countries that are Parties to the UNFCCC; ¡¤ Utilise experts, at national, regional and international levels, to clarify scientific/technical issues related to climate change through the commissioning of papers, research and studies; ¡¤ Provide or disseminate timely advice and current policy relevant to Pacific island countries on the science underpinning international negotiations; ¡¤ Assist Pacific island parties to the UNFCCC to develop a common assessment/views on issues related to the Convention negotiations; ¡¤ Participate in key UNFCCC and related meetings, both regionally and internationally, as well as enhance greater participation by the Pacific Island Country (PIC) delegates, including media personnel; ¡¤ Report to countries and relevant regional institutions on the outcomes of UNFCCC meetings/workshops, as these impact on the status of negotiations; ¡¤ Coordinate activities closely with other climate change programmes within the Secretariat and other regional organisations, and assist with the development of SPREP work programme, management briefings and SPREP's monitoring and evaluation protocols; and ¡¤ Assist in wider dissemination of information within countries by working with media, national and regional institutions and NGOs. Applications are invited from nationals of SPREP member countries who have extensive understanding of the UNFCCC, international environment negotiations and Pacific island countries; appropriate tertiary qualification in a relevant field; at least 5 years' work experience preferably within the Pacific islands region in a field related to climate change and international environment negotiations. Also essential is proven experience on project management; government or intergovernmental briefing; preparation/delivery of concise, easily understood and accurate briefs/reports on complex environmental issues; managing the work of scientists and consultants; working as part of an inter-disciplinary and/or multi-cultural team; ability to meet tight deadlines (often under difficult circumstances); and to live and work within Pacific island communities. The University of Guam, College of Agriculture and Life Sciences is looking for a 12 month, tenure track faculty appointment. Committee searches for someone who is able to work independently, is adaptable, possesses a global vision, and who is interested in working in a multi-cultural environment. The College of Agriculture and Life Sciences has an excellent extramural fund track record and is housed in modern research facility with four outlying experiment stations.
A Ph.D. in Soil Science or closely related field is required.
Responsibilities: Develop and conduct independent multi-disciplinary research in the area of soil science or agronomy with relevance to environmental soil management in humid tropics and the island's various agricultural and horticultural activities. Prepare and carry out research projects for local and federal funding. Supervise and maintain Guam's soil and plant analysis lab and oversee support staff. Teach principles of soil science at undergraduate and graduate level. Will assist Cooperative Extension Service in clientele advisement and provide services to the University as a whole.
Salary will be commensurate with applicant's qualifications and experience and will be within a range of $44,599 - $65,995 per year.

The Vanuatu Government has received support from the Australian Government through AusAID for consultants to undertake a study on the potential for using the Clean Development Mechanism under the Kyoto Protocol for forestry.
Please Note only AUSTRALIAN or NEW ZEALAND consultants are eligible to apply due to funding conditions.
The purpose of this consultancy is to advise the Vanuatu government on CDM issues and investigate the potential benefits of the CDM for Vanuatu with particular reference to the forestry sector.
The main objectives of the consultancy are (i) To provide a set of options for various feasible positions for the Government of Vanuatu on CDM, covering at least acceptance and rejection of CDM's or variations of these, and outline the implications of each for Vanuatu. (ii) to assist Vanuatu to identify potential activities and projects that could be considered under the CDM, and (iii) to enhance Vanuatu's ability to participate in the CDM if appropriate, through identification of capacity building needs and CDM projects.
AusAID have indicated that funds are available to pay internationally competitive rates plus subsistence allowances and economy airfares to/from Australia/NZ and Vanuatu. The lowest nor any tender bid need not necessarily be accepted. It is suggested that the following people may be required but the exact makeup be proposed by the consultants and agreed by the Government of Vanuatu: 1. Internationally recognised expert on CDM policy and technical issues (2-3 weeks depending on costs) 2. Forestry expert with previous experience in CDM or Carbon Credit issues (2-3 weeks depending on costs)
Optional, depending on funding and skills of above people the Team may need to involve or engage short-term consultants to advise on other specialist areas such as: 5. Legal advice or draftsperson to evaluate legislation and other legal issues (up to 1-2 weeks if required) 6. Economist to evaluate economic implications of options developed and advise on allocation of benefits including Government of Vanuatu, landowners, and project developers. (up to 1 week if required)
The Vanuatu Government is keen for this consultancy to be conducted as soon as possible and preferably before end November although a longer time frame may be considered if consultants are suitable but unavailable.

Vacancy: Assistant Project Officer - Ozone Depleting Substances (ODS)
Applications are invited for the above position with the SPREP Secretariat in Apia, Samoa.
This Officer will work closely with other SPREP staff to undertake overall implementation and coordination of project activities at national and regional levels; coordinate preparation of policies, regulations, etc.; assist in preparation of investment projects, awareness building programmes, and formulation and implementation of training programmes; facilitate, as appropriate, the functioning of National Ozone Committees and interested groups; ensure fulfilment of Government's reporting requirements; facilitate through SPREP's Clearinghouse any information and reports on ODS to member governments; and produce/distribute reports and publications to UNEP in a timely fashion.
Candidates must have appropriate tertiary qualifications in a relevant field, preferably science based, be familiar with the Montreal Protocol and related international agreements, and have the ability to plan and administer projects efficiently. She/He must be a self starter who can work effectively as part of an inter-disciplinary and/or multi-cultural team, have proven ability to prepare reports and proposals to meet deadlines, often under difficult circumstances. Applicants with a demonstrated interest in the environment and the protection of the atmosphere from Ozone Depleting Substances will be highly regarded.

The Strategic Action Programme for International Waters, based at the South Pacific Regional Environment Programme (SPREP) in Apia, Samoa, has a vacancy for a Community Communications Specialist. The Programme has two main focal areas, one related to the conservation and management of oceanic resources in the South Pacific, and the other focusing on integrated coastal watershed management in the 14 small island states participating in the Programme.
The successful candidate will be responsible for the communications strategy for the Programme, particularly in relation to raising awareness, developing educational material and disseminating information on Programme activities in rural communities throughout the South Pacific.
The position requires a person with at least six years experience in the management of natural resources or environmental science in the region. The appointee should have excellent communications skills, previous experience as a member of multi-disciplinary teams, a capacity to travel extensively in the South Pacific and be highly motivated.

Vacancy: Project Coordinator, Atmospheric Radiation Measurement (ARM) Program in the Tropical Western Pacific (ARM/TWP)
This position is required to coordinate the activities and operation of the ARM climate research stations in the SPREP region and other locales (Alaska and Southern Great Plains in the US), specifically to oversee the PNG and Nauru contracts with ARM; maintenance of ARM/TWP subcontract/s for routine and corrective maintenance in the Pacific region; coordinate consultants to support TWP Operations as required; work closely with ARM/TWP Project Office (ARM/TWPPO) to oversee ARM regional issues, clarifying objectives, resolving issues, and implementing regional concerns in the Pacific; work closely with the TWPPO in clarifying and implementing objectives for education outreach activities in the Pacific; and deliver timely reports to ARM/TWPPO. Required Qualifications and Experience Candidates must have appropriate tertiary qualifications (preferably with post-graduate qualifications in a relevant field) with at least 5 years' of relevant work experience within the Pacific region. Other essential requirements are: proven project management experience and proven ability to manage the work of consultants; work as part of an inter-disciplinary and/or multi-cultural team; prepare proposals and reports to meet deadlines (often under difficult circumstances); and to live and work within Pacific island communities. Applicants with demonstrated interest and involvement in research and environmental, economic and social issues affecting the region, particularly relating to global climate change will be highly regarded.
Appointment Will be at either Project Officer or Adviser Level of SPREP's authorised salary scale for contract staff, depending on the qualifications and experience. SPREP remuneration is tax free in Samoa for non-residents and non-citizens of Samoa. The initial term is three years, renewable for a further three years depending on availability of funds and performance.

Scientific/Technical Advice - Pacific Islands Climate Change Assistance Programme (PICCAP) Phase II
PICCAP aims to build, enhance, and strengthen national capacities in Pacific Island countries to undertake studies and to report to the United Nations Framework Convention on Climate Change (UNFCCC). A twelve month extension has been approved to primarily focus on the following activities: ¡ì Continuation of national implementation strategies; ¡ì Continuation of public awareness and education activities related to climate change; ¡ì Continuation of vulnerability and adaptation studies; ¡ì Identifying technological needs and the capacity building required to assess those needs; and ¡ì Capacity building for participation in systematic observation networks.
Tenders are invited to provide scientific/technical advice and assessment on PICCAP Phase II activities, to participating countries in identified areas and in the context of the UNFCCC and PICCAP programme. These include mitigation of climate change through the use of renewable energies, and adaptation for climate change through community and private sector involvement.

Professional Development Officer
Applications are invited for the position of Professional Development Officer in the SOPAC Disaster Management Unit, located in SOPAC Secretariat Suva, Fiji Islands. Preference may be given to nationals of SOPAC member countries. SOPAC is an independent, inter-governmental regional organisation established by South Pacific nations in 1972 and dedicated to providing service to the island member countries of its Governing Council
The position will report to the Unit Head of the Disaster Management Unit. The Professional Development Officer is expected to work as an effective member of a small project team and to assist with the development, planning, delivery, evaluation and effective coordination of a number of disaster management project activities. In particularly the Professional Development Officer will be responsible for monitoring and reporting on those activities relating to the Knowledge Management component of the SOPAC DMU Project Design document.
The Knowledge Management component of the DMU Project addresses the issues of professional development and skills training for key personnel (including National Disaster Management Office staff and NGO staff with national, district or provincial level program responsibilities. It will involve the development of a structured skills program (based on a training evaluation), the design of new courses and/or review of existing courses, the development of work study opportunities and the annual evaluation of those undertaking the training. A significant output will be linked to institutionalising the key development training to ensure the courses are periodically reviewed and also to ensure that national capacities are maintained through follow-up training.:

The position will be an appointment at Unit Head Level reporting to the Program Manager. A Unit Head is expected to assist management to develop, plan and implement programs of work having relevance and significance to the peoples and governments of SOPAC member countries. Specific technical skills includes: management of a wide and diverse range of energy programs including traditional, new and renewable, and developing energy technologies, develop long term programs, plans and project proposals, develop, evaluate and provide economic, policy and technical assistance and advice on energy project proposals and technologies, prepare terms of reference and contracts for consultants and technical specifications.
Qualifications A post-graduate degree, preferably at PhD level in an appropriate field of Engineering or Science from a recognised university. Eligibility for registration as a Professional Engineer with the Institution of Engineers, Australia / New Zealand or equivalent is desirable. A minimum of 15 years experience working as a Professional Engineer or Scientist in relevant fields, at least for part of this time in management positions. Fluency in written and spoken English is essential to communicate with member country governments and other regional and international organisations.

MINIMUM QUALIFICATIONS:
Graduate of an U.S. accredited college or university with a M.S. (Ph.D.

in the area of food science and technology. Excellent oral and written communication skills.
Prefer familiarity with the rules, regulations, and procedures of USDA

NATURE OF POSITION:
The position is located on Rota, CNMI, under the direction of the Crop
production improvement program leader and under the direct supervision of the CNMI-CREES Rota Coordinator. DUTIES AND RESPONSIBILITIES:
Agriculture Research/Extension programs are interdisciplinary and require
the ability of the Agent to work as a team member to: 1) Identify and diagnose important problems of farmers, households, consumers and merchants 2) Establish research and extension program priorities 3) seek and prepare grant proposals 5) develop a plan of work and 6) implement, evaluate, and interpret research, extension, and other activities; working with clientele, advisory groups, Northern Marianas College (NMC) staff, and other agencies and organizations. Performs job duties using appropriate research/extension methods,
techniques, and technology; evaluates educational activities for effectiveness; recruits, trains, organizes, involves, and recognizes volunteer leaders (youth and adult); establishes and maintains effective working relations with other extension and research specialists. Leads and extension and research, fruit improvement program in the CNMI;
assesses research and extension priorities, prepares a program, writes and submits grant proposals; manages projects and staff.
Develops educational and research programs focused on fruit production,
business management, marketing, environmental stewardship, integrated pest management, post harvest, quarantine and other topics of importance to the CNMI. Plans and implements an effective public relations program to promote
extension/research. Teaches courses, in areas of expertise, for the CNMI-CREES degree programs.
Performs other duties as requested.
MINIMUM QUALIFICATIONS: Must have a Master's degree in Horticulture (or a
BS degree with at least 5 years of highly relevant research or extension experience). Knowledge of tropical or semi tropical fruit production and Integrated Pest Management (IPM). Experience in conducting research, with farmers, in farmers' fields, (orchards) is preferred. Training is or experience in extension program development and evaluation, and proposal writing is strongly preferred. Familiarity in working with computers is required. Good written and oral communication skills are required. Ability to deliver public presentations and work effectively with groups. Ability to statistically design and analyze the results of experiments and surveys. Ability to work as a multidisciplinary team member or leader and to work well with farmers. How to Apply:

VACANCY - FISHERIES MANAGEMENT ADVISER
The South Pacific Forum Fisheries Agency (FFA) is a regional organisation based in Honiara, Solomon Islands. The FFA is responsible for assisting its 16 member countries develop and co-ordinate fisheries management policies and promote the development of their fisheries resources. For the immediate future, the Agency is focused on tuna and related oceanic fisheries.
Applications are invited for the position of Fisheries Management Adviser.
The Fisheries Management Adviser will report directly to the Manager Economics & Marketing. The applicant must have tertiary qualifications in resource management and/or related disciplines, and should have at least five years experience in the management of industrial scale fisheries. The applicant should have a thorough understanding of fisheries management principles and techniques, practical fisheries management experience, demonstrated analytical and research capabilities, and sound presentation and communication skills. An understanding of fisheries science, particularly stock assessment techniques, international fisheries law, and the tuna industry, are helpful though not essential attributes. The appointee will be based in Honiara, Solomon Islands. Occasional travel will be required, mainly within the South Pacific region.
The successful candidate will be expected to take up the appointment around October 2000. Base Salary for the position ranges from US$36,396 pa to US$42,827pa. In addition, a Cost of Living Differential Adjustment (COLDA) of approximately 20% of base salary is payable.
The total remuneration package includes base salary, COLDA, location allowance (5% of base salary), child education allowance (maximum of US$6,500 per dependent child or US$19,500 per family), limited medical insurance cover, 6 weeks recreation leave, annual leave passage to place of recruitment and superannuation (7.5% of base salary and location allowance). For those recruited from outside of Solomon Islands, remuneration is tax-free in the Solomon Islands. Currently housing is provided by the Agency at a rental of 12.5% of base salary.

The MF Specialist will be assigned to the Microfinance Unit of the Ministry of Finance in Fiji for 2 years and will work under the technical supervision of the UNDP/UNOPS Pacific Sustainable Microfinance and Livelihoods through Empowerment (SMILE) Programme. The job entails :
1.advising on appropriate policies, strategies and support mechanisms for the development of MF services in Fiji ¨C including the regulatory environment for microfinance development 2.set up an effective monitoring and response system at the MFU 3.provide technical support and training to local MFIs - especially in setting up their financial management system, training managers to interpret and act on the information, setting portfolio performance standards 4.developing and exposing local MFIs to new financial products and services 5.promote professional standards and development amongst managers and staff of MFIs 6.provide on-the-job training to the national counterpart (programme coordinator and training officers of the MF Unit) 7.conduct research to determine client demand and impact
The particular strength the Specialist must have is in the area of financial management of MFIs - including preparation of business/viability plans, financial projections, computation of interest rates and portfolio performance ratios, developing ways of increasing efficiency and staff productivity as well as reducing transaction costs.
Fluency in spreadsheet and financial management computer programs is a must. The person must have very good communication skills and able to write well and quickly in English. The person must be a team player, highly energised and self-motivated.
It is not expected that the person would have acquired such competencies with less than 4 years working experience with a financial institution, an MFI or similar research or MF support organisation.

The consultant will assist the Department of Community Affairs within the Ministry of Health, Women and Community Affairs to develop a corporate plan for the delivery of social policy and related programmes. Detailed Terms of Reference are as follows:
Planning and Management Consultant for the Department of Community Affairs, Government of Tuvalu
a. Terms of Reference
Under the supervision of the Secretary for Health, Women and Community Affairs, the consultant will undertake the following tasks:
1. Review legal and regulatory frameworks for the delivery of social policy and social welfare programmes in Tuvalu.
2. Identify additional technical expertise or additional community assessment work in order to strengthen these frameworks for the successful delivery of social policy and related programmes in line with government policy and prepare draft terms of reference for this assistance.
3. Develop a strategic framework for the corporate plan.
4. Facilitate inter-departmental and national consultations on the corporate plan.
5. In consonance with Government of Tuvalu systems, draft an organisational plan that describes the staffing organisation and functions, staff and stakeholder development, mechanisms for coordinating and monitoring social development generally and social welfare programs and projects at both local and national level, etc.
6. Assist in the identification and outline of projects and programmes for the promotion of social development and the delivery of social welfare services in Tuvalu, and incorporate these into an investment plan within the CP.
7. Recommend short and long-term training for DCA staff and stakeholders as required to implement.
b. Qualifications
1. A graduate (Masters level) or postgraduate (Doctoral level) degree in a social science (e.g., management, economics, sociology).
2. Over ten years' increasingly responsible experience in planning for and/or implementing programmes and services for gender equity, social welfare, disabled, youth, women, poverty eradication and/or elderly.
4. Knowledge of the legal aspects of welfare, including the provision of welfare benefits.
5. Demonstrated ability to develop a corporate plan in a participatory manner.
6. Some knowledge of legal and regulatory policy frameworks.
c. Work Schedule
Week 1 Finalise terms of reference, work schedule and expected outputs with the Government. Orientation/familiarisation on the Tuvalu situation, government and non-governmental structures and preparation for consultation with Government, NGOs and island communities.
Weeks 2&3 Consult with island communities, collect information and obtain feedback on preliminary outputs.
Week 4 Consultation with stakeholders to outline strategic framework for the Corporate Plan.
Week 5 Work with DCA, MWCA to detail organisational plan.
Week 6 Finalise organisational plan including draft budget projections.
Week 7 Present draft to MWCA and CAO by end of the week.
Week 8 Revision of the above, presentation/submission of final report and draft UNDP project document.
d. Duration of Assignment
Two months.

The project's aim is to improve the capacity of Papua New Guinea's health professionals and managers to deliver improved services in Women and Children's health throughout the country. We seek applicants with developing country or indigenous Australia experience on this Australian aid funded project, in its 3rd year of implementation. Positions are long term and the two Maternal and Child Health positions are based outside Port Moresby, requiring extensive travel throughout PNG.
Maternal and Child Health Advisor Reporting to the Australian Team Leader responsibilities will include: ¡¤ Coordination of Women's and Children's Health Project (WCHP) support for Maternal and Child Health (MCH) service delivery within all provinces including outreach and immunisation services. ¡¤ Assisting the MCH Training Adviser in the implementation of the WCHP Training Of Trainers (TOT) and in-service training program with particular responsibility for the support of counterpart Department Of Health (DOH) staff in the conduct of training of health care workers at facility level. ¡¤ Assisting provincial trainers to prepare training plans and budgets for district and health facility level training. ¡¤ Assisting in the coordination of follow-up and support for trained trainers in the implementation of district level training activities. ¡¤ Assisting in monitoring the progress of WCHP training activities. ¡¤ Assisting in the rehabilitation of the cold chain system and training in cold chain equipment operation and maintenance. ¡¤ Assisting in the upgrade of skills of nutrition education officers. ¡¤ Assisting in refresher training for Village Health Volunteers especially Traditional Birth Attendants. ¡¤ Ensuring that church health services personnel are appropriately included in all levels of the training program. ¡¤ Participating in the annual review of the WCHP training program and materials. ¡¤ Assisting the ATL in revision and planning of the training schedule and MCH service delivery schedule for each annual plan cycle. ¡¤ Assisting the ATL in the compilation of quarterly reports and annual plan. ¡¤ Assisting in the development of additional training materials for inclusion in the training program as required. Requirements: ¡¤ Experience in the delivery and supervision of training and health care services is essential. ¡¤ Tertiary qualifications including a post graduate qualification in women and children's health and/or public health. Location: The position is located in Port Moresby with extensive travel throughout Papua New Guinea. Requirements: ¡¤ Current or recent midwifery practical experience and in-service training experience. ¡¤ Previous work in a developing country or remote indigenous Australia. Qualifications: ¡¤ Nurse/mid-wifery qualifications; training of trainers; post-graduate qualifications in Public Health or Women's and Children's Health will be well regarded. Location: The position is located in Port Moresby with extensive travel throughout Papua New Guinea. Duration: The position will be contracted for a period of 1 - 2 years. Cold Chain Logistics Officer Reporting to the Team Leader the position which is one of five for long term International Consultants supports the implementation of a national immunisation program and vaccine logistic management activities. The Consultant will also be required to provide in-service training in cold chain logistics for provincial immunisation officers. Specific responsibilities will include: ¡¤ Implementing activities of assistance commenced under the Women and Children's Health Project (WCHP) in vaccine and medical store management. ¡¤ Implementing the recommendations of the WCHP-review of the cold chain in PNG using the new National EPI/Cold Chain Policy. Developing and introducing best practice into provincial systems and introducing a national coordinating mechanism. This will include stock control processes, monitoring the flow of vaccines through the chain, and the introduction of mechanisms to maintain quality control. ¡¤ In conjunction with the First Assistant Secretary, Family Health Services, coordinating the purchase, installation and maintenance of cold chain equipment with system supplier (utilising the results of field trials and evaluations of refrigerators already conducted in PNG). A second phase may include possible identification of new key locations for refrigerators in the rural health services; ¡¤ Introducing mechanisms for the maintenance of the fabric of the cold chain ¡¤ Co-ordinating and integrating activities where possible and appropriate with any other project or program working in relation to cold chain and logistics (for example the proposed Pharmaceutical Supply and Distribution project). ¡¤ Conducting workshops and training sessions for Papua New Guinea Nationals with responsibility for Cold Chain Supply. Requirements: ¡¤ Experience in cold chain logistics and immunisation program management. ¡¤ Developing country experience Duration and location: The position is based in Port Moresby however considerable in-country travel will be required.
