The Executive Director Peer Cohort is a space designed just for you—a safe and supportive place to connect with fellow leaders who understand the weight of this work. This is a space to be in community with peers, exchange ideas, and work through challenges together. As part of our Partnership Peer Connection initiative, these conversations are built on trust, shared wisdom, and collective problem-solving. How are you approaching fundraising?
Hi folks, Happy autumn, and I'm sending prayers to all our colleagues in Appalachia who've been affected by Helene. Here in Virginia, some community members are still without power. Asking for any thoughts, ideas, wisdom you have. I'm curious about what staffing approaches y'all are using for fundraising. We can't seem to find the most effective approach for this role given our small staff (8 people), modest budget ($1.1M), and revenue balance (we are heavily grant funded but have an individual fundraising presence with an annual fund that chugs along and a handful of major donors). It feels like we're in an awkward middle ground. We think we're big enough to need the role, but we're not big enough to afford what the market requires, though maybe this is a function of being in Virginia and so proximate to the DC nonprofit market. We could get bigger through fundraising, but it's a risk, and our board is wary of national declines in individual giving. What we've observed: To really switch into high gear and not over-burden the ED, you need a senior fundraising role, yet those need to be your 1st or 2nd highest compensated employee to keep up with market, and senior fundraising staff often don't or won't take on the essential day-to-day admin side of fundraising, so you'd need a second position as well. It becomes prohibitively pricey. Unclear whether there's an ROI given all the churn in the fundraising job market and national philanthropic trends. Here in Virginia, all staff roles at our progressive nonprofits are (rightly) demanding higher and higher salaries; some are unionized. We're stretching our budgets to their absolute limits, and grants aren't accounting for these labor pressures or high inflation. A strong fundraiser sometimes can't/won't also do grants. It's too much for one role, and the skill sets are different. Fundraising for systems change and policy advocacy is significantly more challenging and requires different approaches than fundraising for direct services or community projects. It's harder for donors to see the connection between their gift and the impact of policy change versus a program like Meals on Wheels, for instance. We're working really hard on these narratives, but it's still a challenge. Early career fundraising professionals in these roles are very invested in community-centric fundraising and uncomfortable with some traditional fundraising approaches. All of these factors translate into heavy burden on the ED role and unrealistic expectations from board. This is becoming a blog post, so I'll end there. We are seeking six state partners to join a state child care cost modeling cohort that will begin this July. Each state partner will collaborate with our staff to learn the process for developing an equity-based cost model and will be supported in creating a dynamic, data-driven, and flexible cost model tool for their state. For this initial cohort, we will work with partners to model the cost of child care programs in their states that serve children ages 0-13. However, the skills that participants learn in this cohort can be applied to other programs or services in the future. Please see the cost modeling cohort fact sheet for a full overview of the project, conditions for participation, and application instructions. Applications are due May 24, 2024. Embezzlement of foster child benefits by counties and states with Social Security Admin. complicity
Dear PAC fellow member: Here is some information on a major advocacy effort underway to end crucial and horrendous takings from foster children. Of course, these children, are of special concern to all of us and many are due funds from major categories of Social Security benefits: Disability benefits (SSI) and survivor benefits payable upon the death of parents et al. The Social Security federal administration terms "representative payees" as those destined to receive them. That means someone representing the payees -- the foster children involved! But the Social Security Administration (SSA) has negligently allowed states and counties to serve as those "representative payees." These benefits are not at all trivial, amounting to $10 to $25k commonly. And these beneficiaries include many thousands of foster children. And two legal points here: 1. The obligation of the state to pass these funds off to their intended beneficiaries is NOT discretionary. It is part of the fiduciary duty to children applicable in most states. And here that obligation is underlined by the involved ethics: The median age of self-sufficiency in the US is at age 26. And as we all know, foster children fall off the cliff after 18 or 21, lacking the support from parents many of us receive. And their fate in terms of sex abuse, homelessness, unemployment, incarceration, etc is very high and scandalous. These monies are not miniscule in amount, but as noted above, commonly run from 10k to $25k -- and if put into a trust that can be drawn from when leaving public care can make a huge difference. Regrettably, the current practice is for counties and states to carefully track all "representative payee" entries for such benefits federally and to then claim them, and to then embezzle them. I use that label with some expertise, having spent 9 years as a state and federal white collar crime prosecutor. The SSA does not notify the children, their parents (including the judge who is typically the legal parent), or counsel for the child. It is suppressed and then commonly deposited into county and state accounts, including into general fund accounts. In other words, again, it is embezzled. Our Children's Advocacy Institute (CAI) with national policy director Amy Harffeld in D.C. has been working diligently to end these abominable practice. We have successfully spronsored or supported statutes in 5 states to end these thefts and to require use for the actual child beneficiaries. Arizona and DC have enacted lawful and ethical provisions. As noted, CAI has recently released a Report,, including state by state specifications re violation of applicable law.. CAI has also filed a lawsuit against the San Diego and California theft of these funds, using two children representing the class of victims. You may wish to replicate that lawsuit as well, or at least follow it for parallel enforcement in your state. The Evolving PAC Model Statute Site
Dear child advocate colleague, I sent a communication last week about the web site we have going with PAC. We are at a law school that has a "Child Rights" concentration and hence have for the last five years assigned students to research exemplary state laws enacted across all 50 states. The idea is to let you further enhance the list by sending us those we have missed, especially if a law you have had a part in obtaining enactment. In addition to contributing further to this list, you can also use it of course to generate new statutes achieved in other states, esp those sponsored by our colleagues there. We are also trying to put into the site the major studies that measure efficacy. You can use the site to perhaps sell an improved version of a statute in your state. Dear PAC Colleague, The Children's Advocacy Institute (CAI) is part of the University of San Diego School of Law. Our Law School has subject matter "concentrations" -- including child-related law. It also includes a major law text Child Rights and Remedies, Fellmeth and Heldman (4th edition, Clarity Press). Accordingly, we have multiple students earning credit and engaging in research in this subject matter. One of the continuous projects has been the creation of a web site that includes model statutes relevant to children. This site reflects surveys of enacted laws in all 50 states, use of available empirical measurement of effects where available and the selection of optimum examples for wider replication. The Partnership for America's Children was an initiator of this project and is a co-sponsor of the resulting web site. There are two ways you may use the site to your advantage: The first is to look at statutory deficiencies in your state and advocate for the models presented on the site. One example is the swimming pool safety bill sponsored by CAI 30 years ago. A recent empirical study of child drownings attributes that law's provisions with a more than 50% reduction in child drownings. Accordingly, a second beneficial task would be to identify clearly successful statutes you have sponsored or encountered for possible addition to those now included. Quick request for help re fiscal note for child support disregard in TANF
Hi all, We are working on a bill up for debate later today to make Nebraska the next state to allow a child support pass through when a family receives assistance from our TANF fund. Nebraska Legislature - Legislative Document We are on second round debate and the bill has had strong support, but our HHS is claiming it will cost the state $2.5 million. Our bill sponsor has asked us to quickly find out the fiscal notes for/state costs that were incurred when other states made this change - and particularly, if there were significant costs for updating computer systems. If you worked on this policy change in your state could you quickly send us what your state fiscal note or estimated cost was? We are hoping to have a range to provide to the senator in time for debate this afternoon. I have CCed our policy coordinator, Katie, who is our point person on this issue.
