KANEOHE BAY, Hawaii (NNS)?— Following a seven-month deployment, the last P-3C Orion maritime patrol aircraft belonging to the "Golden Eagles" of Patrol Squadron 9 touched down on April 4 and Sailors were joyfully reunited with friends and family at Marine Corps Base Hawaii.

?
From September through March, the squadron proved its capabilities through operations across Europe, Africa, and South America. The squadron's versatile aircraft and aircrew maintained an impressive 99.8 percent mission completion rate, completing 760 missions encompassing a total of 4,839 mishap-free flight hours.
?
Commander Gonzalo Partida, the squadron's commanding officer, praised the tireless efforts and accomplishments of his Sailors.
?
The commitment and professionalism of more than 350 Sailors is what allows us to accomplish our great nation's tasking across the globe, said Partida.
?
"We've operated from 12 countries over the past seven months and I could not be prouder of what the "Golden Eagles" have achieved. Homecomings are a reminder of why we deploy, to keep our loved ones safe and to protect the freedom we enjoy."
?
During the course of deployment, VP-9 participated in eight major military exercises.
?
"Participating in multilateral exercises allows us to maintain interoperability with our allies and helps our crews stay sharp and ready for the fight," said Lt. Cmdr. Kevin Francis Riley, a naval aviator in the squadron.
?
"Working with NATO and non-NATO countries significantly increased theater security cooperation in Europe and provided VP-9 Sailors an opportunity to learn about the culture and people from our closest allies," said Lt. Celesse Hidrovo-Guidry, a naval flight officer.
?
"I feel so fortunate to have seen so many different parts of the world that most people never get a chance to experience," said Aviation Structural Mechanic 3rd Class Sabrina Rios. "As a squadron, we worked hard to keep the [aircraft] flying on these important missions and meet our objectives. I'm proud of our dedication while deployed, but I'm so happy to finally be coming home!"

"Golden Eagles" made an additional positive impact in the community of their host nations by participating in several community relations events.
?
"It has been great to get out into the local community and help other people while soaking up the culture at the same time," said Information Systems Technician 1st Class Robert Leviker. "I am excited to have been part of such a unique experience."

"It's been an honor to serve my country overseas," said Aviation Electronics Technician 2nd Class Allison Grimes. "We've all made some great memories, but after seven months I'm definitely looking forward to making some new memories in Hawaii."

The Australian Defence Force is participating in Exercise Balikatan 2016, a bilateral United States Pacific Command and the Armed Forces of the Philippines exercise, conducted in various locations across the Republic of the Philippines from 31 Mar?to 18 Apr 16. Balikatan 2016 is the 32nd iteration, with the series of exercises designed to both enhance military-to-military relationships and to support the Armed Forces of the Philippines transition from an internal security force to a territorial Defence Force. The?ADF is contributing 86 personnel over a range of specialisations, including 30 Special Forces personnel, an RAAF?AP-3C Orion maritime patrol aircraft, and support personnel, construction engineers, maritime operation planners, and a dentist. MARINE CORPS BASE HAWAII (NNS) -- P-3C Orion planes from Patrol Squadron (VP) Four, departed Kaneohe from Marine Corps Base Hawaii for the last time, March 18. The "Skinny Dragons" of VP-4 began a challenging tri-site deployment to three different areas of responsibility (AORs).

?
The theme, "Aloha Deployment", was adopted by VP-4 and its meaning is two-fold. VP-4 says Aloha and Mahalo to their Hawaii home and will be saying Aloha to the P-3C in favor of the P-8A Poseidon.
?
Since 1964, VP-4 has a long and decorated history as a permanent fixture in Hawaii, so leaving is certainly bittersweet.
?
Upon return from deployment, VP-4 will execute a permanent duty station change to NAS Whidbey Island, Washington and transition to the P-8A. The "Skinny Dragons" began flying the Orion 50 years ago and the transition to the Poseidon is the next step in ensuring they remain the Navy's premier maritime squadron.
?
"This deployment is an exciting time for our squadron and our families," said VP-4 Commanding Officer Cdr. Jon Spore. "Between the move to Whidbey Island and the upcoming transition to the P-8A Poseidon, we have a lot to look forward to, but we remain focused on our immediate goal of completing our last P-3C Orion deployment. That being said, our time in Hawaii was very special and we look forward to making new memories in a new location and with a new aircraft."

Patrol Squadron Four is the first of three Hawaii-based squadrons to make the move to Whidbey Island and transition to the P-8A and they will continue their standard of excellence in the new aircraft. The "Skinny Dragons" are motivated to face that challenge, however their focus is currently on the deployment and executing the mission.

"VP-4 has enjoyed great success for many years in Hawaii. Our Sailors from today and years gone by have fantastic memories of serving in the Aloha State," remarked VP-4 Executive Officer Cdr. Christopher Smith. "While it's bittersweet to leave, we look forward to starting our next chapter in our new home after this deployment. 407 Long-Range Patrol Squadron at 19 Wing Comox, British Columbia recently took delivery of a procedures crew trainer (PCT) simulator as part of the Aurora incremental modernization project.

It is a state-of-the-art flight simulator representing CP-140M Aurora Block III capability. The PCT simulates everything from a full-crew complement to a part-task trainer configuration using any combination of the six available aircrew stations. All aircraft sensors are reproduced through high-fidelity simulation, allowing crew members to experience the same functionality they experience when flying in the aircraft itself.

Interaction with the onboard data management system is accomplished through the same programmable entry panel used on the aircraft. The manipulation of hardware systems located at the crew stations is accomplished via large touch-screen monitors that replicate each individual station.

The PCT is controlled at three instructor consoles operated by a cadre of highly-qualified and experienced aircrew. Every facet of the Aurora mission set can be simulated, from dynamic anti-submarine warfare scenarios to complex identification, surveillance, and reconnaissance missions similar to those being conducted on Operation Impact. The PCT operators work from scripted exercises that simulate real-world missions, exposing crews to any situation they could conceivably encounter while flying.

When it’s not being used in the crew construct, the PCT can be configured to offer individual training in the form of part-task-trainers. These mini-scenarios are highly-focused exercises used to advance individuals’ on-the-job training programs to allow them to progress within their respective occupations or trades.

Squadron groundcrew will also benefit from the PCT because they can use the simulator to gain a greater understanding of the operational aspects of the equipment they maintain. This exposure will assist them in troubleshooting problems they may encounter and will result in greater efficiencies within the maintenance organization.

Three PCTs and one operational mission simulator have been delivered to the CP-140 fleet. Two PCTs and the operational mission simulator are located at 14 Wing Greenwood, Nova Scotia and one PCT is located at 19 Wing Comox. 407 Long-Range Patrol Squadron personnel can now take advantage of modern technology through in-house simulation to help them maintain the high level of proficiency required and expected of them when they are carrying out missions.

The six Lockheed P-3K2 Orion maritime patrol and reconnaissance aircraft of the Royal New Zealand Air Force are to be updated, again. About a year after the final aircraft of the No. 5 Squadron Returned to its home "pimped" and well, Auckland is now opting for newer hotel sensors.

According to a New Zealand defense source the detection and reconnaissance systems for targets underneath the surface (read: submarines) is way too old. If everything goes According to plan, Boeing is going to change that, for TENS of millions of dollars.

A decade ago the then Labour government Decided to modernize the planes, but not some of its play systems. The current center-right leadership now has to Decide about the Orion's capabilities.

The upgrade is expected in the new defense plans to Be Announced in April this year.

Reverted Rubber (steam) Hydroplaning
?
"Reverted rubber (steam) hydroplaning occurs during heavy braking that results in a prolonged locked-wheel skid. Only a thin film of water on the runway is required to facilitate this type of hydroplaning. The tire skidding generates enough heat to cause the rubber in contact with the runway to revert to its original uncured state. The reverted rubber acts as a seal between the tire and the runway, and delays water exit from the tire footprint area. The water heats and is converted to steam which supports the tire off the runway. Reverted rubber hydroplaning frequently follows an encounter with dynamic hydroplaning, during which time the pilot may have the brakes locked in an attempt to slow the airplane. Eventually the airplane slows enough to where the tires make contact with the runway surface and the airplane begins to skid. The remedy for this type of hydroplane is for the pilot to release the brakes and allow the wheels to spin up and apply moderate braking. Reverted rubber hydroplaning is insidious in that the pilot may not know when it begins, and it can persist to very slow groundspeeds (20 knots or less)."

For those more familiar with the RAF's accident categories, note that in Canada, "A" Cat is the worst, whereas in the U.K., it's the least. The RCAF defines "B" Cat as "The aircraft must be shipped to a contractor or depot-level facility for repair." It hasn't been decided yet if 140103 will be repaired.

The CP140 Aurora was taking off from 14 Wing Greenwood, Nova Scotia, on a transit mission to Iqaluit, Nunavut, in support of Operation Qimmiq. Thunderstorms had recently passed over the airport and the ground surfaces were wet. During the takeoff roll, the crew observed a flock of birds heading towards the runway. Seeing a conflict and concerned about the risk of collision, the aircraft commander directed the pilot flying to abort the takeoff. During the abort procedure, when the pilot flying selected full reverse on all four propellers, both propellers on the left side of the aircraft went into full reverse; however both propellers on the right side of the aircraft continued to produce some forward thrust. The crew was not successful at keeping the aircraft on the runway and it departed off the left side of the runway approximately 1000 feet before the end. The propellers contacted a Runway Distance Marker and a Precision Approach Path Indicator (PAPI) light. The aircraft plowed through the soft earth and the nose gear collapsed, causing the inside propeller on the right side of the aircraft to strike the ground and break away from the engine. All personnel on board exited the aircraft safely and only minor injuries were incurred.

The investigation is focussing on a combination of factors, both human factors and technical, including the weather, the take-off abort procedure and the propellers’ pitch control mechanism. The possibility of reverted rubber hydroplaning is also being examined.
