Maybe I missed where you were going with this, but I'me run Mach3 with a Win10 laptop with no perceivable issues. Was there another reason you want to upgrade to Mach4?

I used a pokeys57cnc and it works great even with encoder threading.

If you have a SmoothStepper in your system you should have no problems using a laptop and/or Windows 10.
