Do the old trick that antique Radio and TV restorers use. Insert a 12 volt lamp of the appropriate current in series with the radio. If the radio draws three amps Max find a 12 volt dome, light tail

That is the oddity, there is no short across the 12v pins yet a high current demand on connection. Clearly my ohmmeter doesn't deliver enough voltage to energise the inner workings. I have not opened

If there's a short inside the GX12 connector at the end of your supply wire then that will also allow a bulb in series to light to full brightness. Have you open that connector up yet to check it? 73

Did you check for short circuit between the +ve pin and ground on rig itelf, or from +ve of the power cable to ground on the rig? Just want to rule out possibility of short in the GX12 plug as per

maybe its worth opening up the power connector to make sure that the wires insides aren't shorting, those pins inside the connector are pretty close to each other.

No, the radio has been treated with all due care and respect during transport, operation etc. It was working fine, I powered it off to preserve battery power until time to start working and it refused

I've just checked mine, and positive to ground is open circuit. You haven't somehow let the antenna connector or anything touch +be at all have you? Or reversed polarity at some point?
