I can't think of anything on the Pi that would cause a delay between TX & RX with ARDOP. Have you checked your receive level audio on the Bullseye system? Does the waterfall in ARDOP GUI look similar

A couple of things. Try using an HT or other radio to monitor the frequency when you are attempting a connection with the 705. This will let you verify that the 705 is indeed transmitting the packet.

Make sure the Pi and the Phone are on the same wifi network. On the phone in GPS2IP, enable UDP push and enter the IP address of the Pi and the port of 11123. Now on the Pi, open the GPS update tool.
