If I use PAT Menu to Stop Modems then to Start Packet Modem, then I get one more connection, with subsequent attempts failing as above.
This is a known bug in the ax25 stack in Linux. Right now, the only option is to stop the modem before attempting a second connection.

Glad to hear that Pat Menu is working as it should :-) Pat Menu was written to help simplify the Winlink connection process in Linux. It starts everything in the correct order in the background instead of the operator having to start each item manually.
