While we should not be paying tax on this it comes down to who the purchaser is, we would have to have an account with Mouser to have it applied easily since it's usually an on or off exception and Kip can't have that on his account 100% of the time.

For $23 I'm not sure it's worth our time to get it back but if someone wants to call and ask for a credit it's certainly worth a few minutes to ask if it's simple.

You are so right, but I didn't know that we were ordering under someone else's account.? If we are going to be purchasing various types/amounts of equipment for future projects, would it benefit us to have our own account's set up?? Possibility for discounts since we are 501.c.3 non-profit and public service related?

I would say that having accounts at key places would be beneficial,? HRO and Mouser are probably good to have and we probably already have an HRO account.? Amazon is also easy to get for nonprofits if you want to get a catch all tax free company just know that shipping may take awhile since I would advocate for prime.

I don't know who is designated to handle setup of accounts, I suspect the treasurer but additional input from the board to confirm that would be ideal.
