I think it's only permit hoarding if you don't release the permit if you get a better one. The original permit is Plan A until you get another one, even if it is Plan B or C in your personal

I¡¯ve been asked for a permit, but I don¡¯t remember having to show ID, so it may be possible to re-sell a permit. I think people may do it with Half Dome permits on Craigslist.
