Playing devils advocate here. What is stopping owner from max bidding on every single player so he could get whoever he wants?

landed 3 or 4 max contract guys and that puts you over, forcing you to unload guys to get under the cap. Maybe even leaving you in violation of the constitution which says the minimum for rosters is 25 players.?
?????Would there be a way we might add another step to the process and allow us to "rescind" offers after the fact, which would allow us to get back under the cap easier? The player could then go to the next-best offer on the board. As it is usually 'max-offer'
players that cause the problems, the player would still find a home with the next-best offer. Maybe the cost of a mid-round draft pick could serve as a penalty for rescinding an offer. Make it hurt a little bit but not as much as having to "dump" contracts
through lop-sided trades.?
