If you are using the microphone in sleep mode, it could be that Dragon has captured some kind of additional noise and the command was not isolated.

J-Say 21 has been updated. When you use the commands, Next Heading 1, and,
Previous Heading 1, in a web browser, these should now move to the required
heading.
